All rights not granted by the above license are retained by the author. Abstract: Abstract An environmental impact assessment (EIA) system has been established in China and Hong Kong for 24 years. It has made a major contribution to the environmental management in these two places and a comparative study has been undertaken. Though the EIA systems were established almost at the same time in these two places, Hong Kong has developed a more comprehensive and effective system in dealing with potential adverse impacts of development projects and in handling the uncertainties associated with EIA. The legal basis, institutional structure and performance of Hong Kong's EIA system appear better than that of the mainland. In contemporary mainland China, environmental problems constrain the country's development and thus, central government should put more effort on the enhancement and strengthening of the EIA system so as to achieve sustainable development for the country.
