The evidence-based policing (EBP) movement has intensified in many countries around the world in recent years, resulting in a proliferation of policies and infrastructure to support such a transformation. This movement has come to be associated with particular methods of evaluation and systematic review, which have been drawn from what is assumed to prevail in medicine. Given the credibility EBP is currently enjoying with both practitioners and government, it is timely to subject its underpinning logic to thoughtful scrutiny. This book examines the processes for social integration and social cohesion among young people, drawing on data collected from the International Self-Report Delinquency (ISRD) study, which covered 35 studies.This report examines case studies from 5 selected countries (France, Germany, the Netherlands, the United Kingdom, and the United States) to provide an in-depth comparative study. Social integration processes are defined by sociologists as the mechanisms through which a society is held together, and populations are transformed into collectivities and communities. This comparative empirical study of policing in the United States and France draws on the authors' ten years of field work to contend that the police in both countries should be thought about as an amalgam of five distinct professional cultures or 'intelligence regimes'-each of which can be found in any given police department in both the United States and France. In particular, we contend that what police do as knowledge workers and how they make sense of the social problems such as collective offending by juveniles varies with the professional subcommunities or 'intelligence regimes' in which their particular knowledge work is embedded. The same problem can be looked at in fundamentally different ways even within a single police department, depending on the intelligence regime through which the problem is refracted.
