This volume argues that using social capital to eradicate poverty is unlikely to succeed because its mainstream approach mistakenly assumes that social capital necessarily benefits poor people. The inadequacy of that assumption, Sam Wong argues, calls for a reassessment of human motivations, institutional dynamics, and the complexity of structures in social capital building. What, if anything, is similar about citizen participation at the local level in Canada and China? The answer, of course, is politically sensitive. There are many in Canada who would claim that the question is absurd. How can there be meaningful citizen participation in a country where there are significant restrictions on political activity, including on the right to form organizations with political purposes? This book aims to make sense of the recent reform of neighbourhood institutions in urban China. It builds on the observation that the late 1990s saw a comeback of the state in urban China after the increased economization of life in the 1980s had initially forced it to withdraw. Based on several months of fieldwork in locations ranging from poor and dilapidated neighbourhoods in Shenyang City to middle class gated communities in Shenzhen, the authors analyze recent attempts by the central government to enhance stability in China’s increasingly volatile cities. In particular, they argue that the central government has begun to restructure urban neighbourhoods, and has encouraged residents to govern themselves by means of democratic procedures. Heberer and Göbel also contend that whilst on the one hand, the central government has managed to bring the Party-state back into urban society, especially by tapping into a range of social groups that depend on it, it has not, however, managed to establish a broad base for participation. In testing this hypothesis, the book examines the rationales, strategies and impacts of this comeback by systematically analyzing how the reorganization of neighbourhood committees was actually conducted and find that opportunities for participation were far more limited than initially promised. The book will be of interest to students and scholars of Chinese Studies, Development Studies, Urban Studies and Asian Studies in general.

This edited book examines the significance of intangible cultural heritage to local communities and the state in Hong Kong and China. Through ethnographic studies, the various chapters in this edited book argue for the role of the local community in the creation and conservation of the intangible cultural heritage and traditions. Irrespective of whether they are selected and listed as regional, national or UNESO intangible cultural heritage, they are part of the living traditions unique to that particular local community. This edited book argues that there are threefold significance of intangible cultural heritage to the local community and the state. First, intangible cultural heritage is seen as a social prestige. Second, it acts as socio-cultural and economic capital for members of the community to tap into to ensure socio-cultural and economic sustainability of the community. Finally, the intangible cultural heritage serves as a depository of the collective memories of the community, linking the past to the present and the future.

This open access book explores the historical, cultural and philosophical contexts that have made anti-poverty the core of Chinese society since Liberation in 1949, and why poverty alleviation measures evolved from the simplistic aid of the 1950s to Xi Jinping’s precision poverty alleviation and its goal of eliminating absolute poverty by 2020. The book also addresses the implications of China’s experience for other developing nations tackling not only poverty but such issues as pandemics, rampant urbanization and desertification exacerbated by global warming. The first of three parts draws upon interviews of rural and urban Chinese from diverse backgrounds and local and national leaders. These interviews, conducted in even the remotest areas of the country, offer candid insights into the challenges that have forced China to continually evolve its programs to resolve even the most intractable cases of poverty. The second part explores the historic, cultural and philosophical roots of old China’s meritocratic government and how its ancient Chinese ethics have led to modern Chinese socialism’s stance that “poverty amidst plenty is immoral”. Dr. Huang Chengwei, one of China’s foremost anti-poverty experts, explains the challenges faced at each stage as China’s anti-poverty measures evolved over 70 years to emphasize “enablement” over “aid” and to foster bottom-up initiative and entrepreneurialism, culminating in Xi Jinping’s precision poverty alleviation. The book also addresses why national economic development alone cannot reduce poverty; poverty alleviation programs must be people-centered, with measurable and accountable practices that reach even to household level, which China has done with its “First Secretary” program. The third part explores the potential for adopting China’s practices in other nations, including the potential for replicating China’s successes in developing countries through such measures as the Belt and Road Initiative.
