Does poverty lead to environmental degradation? Do degraded environments and natural resources lead to poverty? Or, are there other forces at play? Is the relationship between poverty and the environment really as straightforward as the vicious circle portrayal of ‘poverty leading to environmental destruction leading to more poverty’ would suggest? Does it matter if the relationship is portrayed in this way? This book suggests that it does matter. Arguing that such a portrayal is unhelpful and misleading, the book brings together a diverse range of analytical frameworks and approaches that can enable a much deeper investigation of the context and nature of poverty-environment relationships. INTRODUCTION The concept of Property rights has an important implication to the use of natural resources, rural poverty, degradation, and conservations. Bromley (1990) describes the property, not as a natural resource but as a benefit stream that arises from that resource. With property, comes the right to use or access, which can be defined as one's claim to a benefit stream. Based on the different access regimes and the rights and duties governing them, the different resource regimes are i) State property ii) Private property iii) Common property, and iv) Open access resource (Bromley and Cochrane, 1994). In the state property regime, the state has full ownership and control over the property, while in the private property regime it is privately used and controlled by individuals. In the case of common property, individuals within a group have access, rights, and duties, and all others are excluded from its use and decision-making (Ciriacy-Wantrup and Bishop, 1975).

In Rethinking Poverty, James P. Bailey argues that most contemporary policies aimed at reducing poverty in the United States are flawed because they focus solely on insufficient income. Bailey argues that traditional policies such as minimum wage laws, food stamps, housing subsidies, earned income tax credits, and other forms of cash and non-cash income supports need to be complemented by efforts that enable the poor to save and accumulate assets. Drawing on Michael Sherraden’s work on asset building and scholarship by Melvin Oliver, Thomas Shapiro, and Dalton Conley on asset discrimination, Bailey presents us with a novel and promising way forward to combat persistent and morally unacceptable poverty in the United States and around the world. Rethinking Poverty makes use of a significant body of Catholic social teachings in its argument for an asset development strategy to reduce poverty. These Catholic teachings include, among others, principles of human dignity, the social nature of the person, the common good, and the preferential option for the poor. These principles and the related social analyses have not yet been brought to bear on the idea of asset-building for the poor by those working within the Catholic social justice tradition. This book redresses this shortcoming, and further, claims that a Catholic moral argument for asset-building for the poor can be complemented and enriched by Martha Nussbaum’s “capabilities approach.” This book will affect current debates and practical ways to reduce poverty, as well as the future direction of Catholic social teaching.
