But standard errors on the estimated poverty rates are not negligible.Poverty maps, providing information on the spatial distribution of living standards, are an important tool for policymaking and economic research. Policymakers can use such maps to allocate transfers and inform policy design. The maps can also be used to investigate the relationship between growth and distribution inside a country, thereby complementing research using cross-country regressions. The development of detailed poverty maps is difficult because of data constraints. Household surveys contain data on income or consumption but are typically small. Census data cover a large sample but do not generally contain the right information. Poverty maps based on census data but constructed in an ad-hoc manner can be unreliable.Hentschel, Lanjouw, Lanjouw, and Poggi demonstrate how sample survey data and census data can be combined to yield predicted poverty rates for all households covered by the census. This represents an improvement over ad hoc poverty maps. Drylands are at the core of Africa’s development challenge. Drylands make up about 43 percent of the region’s land surface, account for about 75 percent of the area used for agriculture, and are home to about 50 percent of the population, including a disproportionate share of the poor. Due to complex interactions among many factors, vulnerability in drylands is high and rising, jeopardizing the long-term livelihood prospects for hundreds of millions of people. Climate change, which is expected to increase the frequency and severity of extreme weather events, will exacerbate this challenge. African governments and their partners in the international development community stand ready to tackle the challenges confronting drylands, but important questions remain unanswered about how the task should be undertaken. Do dryland environments contain enough resources to generate the food, jobs, and income needed to support sustainable livelihoods for a fast growing population? If not, can injections of external resources make up the deficit? Or is the carrying capacity of drylands so limited that outmigration should be encouraged? Based on analysis of current and projected future drivers of vulnerability and resilience, the report uses an original modeling framework to identify promising interventions, quantify their likely costs and benefits, and describe the policy trade-offs that will need to be addressed. By 2030, economic growth leading to structural change will allow some of the people living in drylands to transition to non-agriculture based livelihood strategies, reducing their vulnerability. Many others will continue to rely on livestock keeping and crop farming. For the latter group, a number of “best bet†? interventions have the potential to make a significant difference in reducing vulnerability and increasing resilience. This report evaluates the opportunities and challenges associated with these interventions, and it draws a number of conclusions that have important implications for policy making.

Drawing on a database of more than one hundred anti-poverty interventions in 47 countries, 'Targeting of Transfers in Developing Countries' provides a general review of experiences with methods used to target interventions in transition and developing countries. Written for policymakers and program managers in developing countries, in donor agencies, and in NGOs who have responsibility for designing interventions that reach the poor, it conveys what targeting options are available, what results can be expected as well as information that will assist in choosing among them and in their implementation. Key messages are: - While targeting 'works' - the median program transfers 25 percent more to the poor than would a universal allocation - targeting performance around the world is highly variable. - Means testing, geographic targeting, and self-selection based on a work requirement are the most robustly progressive methods. Proxy means testing, community-based selection of individuals and demographic targeting to children show good results on average, but with considerable variation. - Demographic targeting to the elderly, community bidding, and self-selection based on consumption show limited potential for good targeting. - There is no single preferred method for all types of programs or all country contexts. Successful targeting depends critically on how a method is implemented. Over the past decade, several initiatives have been launched to address the major health problems affecting the world's poorest countries, including global efforts to combat HIV/AIDS, TB and malaria. Using demographic surveillance systems, the INDEPTH researchers aim to contribute both to the empirical knowledge about health equity in developing countries and to report on the application of and innovation in tools and methods. It develops and measures concepts and constructs of 'poverty' and 'equity' and relates these to health status. While tools and concepts for measuring health status are more developed, this volume contributes by grappling with new concepts and tools to measure changes in deprivation and disadvantage, adding to this intense theoretical and methodological debate.
