Book Description
Congress enacted the Coastal Zone Management Act in 1972 to balance the often competing demands for economic growth and development with the need to protect coastal resources. To accomplish the goals of the act, Congress established a framework for a voluntary federal and state coastal management partnership, the CZMP. The CZMP represents a unique federal-state partnership for protecting, restoring, and responsibly developing the nation's coastal communities and resources, according to program documents.

Book Description
The U.S. coast is home to more than half the U.S. population and integral to the nation's economy. Under the Coastal Zone Management Act, the National Oceanic and Atmospheric Administration (NOAA) administers the National Coastal Zone Management Program (CZMP), a federal-state partnership that encourages states to balance development with protection of coastal zones in exchange for federal financial assistance and other incentives. In 2008, GAO reviewed the CZMP and recommended improvements for CZMP performance assessment tools. This report examines (1) how states allocated CZMP funds awarded in fiscal years 2008 through 2013; and (2) how NOAA's primary performance assessment tools have changed since GAO's 2008 report and the extent to which NOAA uses performance information in managing the CZMP. Table and figure. This is a print on demand report.

Book Description
Pursuant to a congressional request, GAO provided information on the National Oceanic and Atmospheric Administration's (NOAA) Coastal Zone Management Program, focusing on: (1) federal program objectives; (2) the status of state programs; (3) the results of previous program studies; (4) program benefits cited by state officials; and (5) concerns raised by federal and state program officials. GAO found that, under the program, NOAA has provided about $291 million to participating states to promote the wise use and protection of coastal resources. Most eligible states have received federal approval for their program plans. GAO noted that: (1) past studies, including its own, have indicated the need for improvements in program management; (2) more recent studies have assessed whether federal funding for the program should continue and whether the program's results can be meaningfully evaluated; and (3) some state officials expressed concern about the degree of federal program control and direction.

Book Description
In 1972, Congress enacted the Coastal Zone Management Act (CZMA) to protect the nation's coastlines from growing demands associated with residential, recreational, commercial, and industrial uses. The act encourages coastal states and territories to develop programs to manage and balance economic development and coastal protection. The National Oceanic and Atmospheric Administration (NOAA) administers the program and provides financial and technical assistance to participating states. GAO was asked to provide information on (1) NOAA's methodology for awarding CZMA grants to the states, (2) the extent to which NOAA has processes for ensuring that grants are used in a manner that is consistent with the CZMA, and (3) the extent to which NOAA's state program evaluations and performance measurement system enable the agency to assess the effectiveness of the National Coastal Zone Management Program. GAO reviewed relevant laws, regulations, and documents and interviewed NOAA and the 34 state coastal program officials. GAO suggests that Congress clarify
