Book Description
Existing coastal management and defense approaches are not well suited to meet the challenges of climate change and related uncertanities. Professionals in this field need a more dynamic, systematic and multidisciplinary approach. Written by an international group of experts, Coastal Risk Management in a Changing Climate provides innovative, multidisciplinary best practices for mitigating the effects of climate change on coastal structures. Based on the Theseus program, the book includes eight study sites across Europe, with specific attention to the most vulnerable coastal environments such as deltas, estuaries and wetlands, where many large cities and industrial areas are located. Integrated risk assessment tools for considering the effects of climate change and related uncertainties Presents latest insights on coastal engineering defenses Provides integrated guidelines for setting up optimal mitigation measures Provides directly applicable tools for the design of mitigation measures Highlights socio-economic perspectives in coastal mitigation

Book Description
FEMA's Hazard Mitigation Grant Program is a powerful resource in the combined effort by Federal, State, and local government, as well as private industry and homeowners, to end the cycle of repetitive disaster damage. The Robert T. Stafford Disaster Relief and Emergency Assistance Act was passed on November 23, 1988, amending Public Law 93-288, the Disaster Relief Act of 1974. The Stafford Act included Section 404, which established the Hazard Mitigation Grant Program. In 1993, the Hazard Mitigation and Relocation Act amended Section 404 to increase the amount of HMGP funds available and the cost-share to 75 percent Federal. This amendment also encouraged the use of property acquisition and other non-structural flood mitigation measures. In an effort to streamline HMGP delivery, FEMA encourages States to develop their mitigation programs before disaster strikes. States are adopting a more active HMGP management role. Increased capabilities may include: Conducting comprehensive all-hazard mitigation planning prior to disaster events; Providing applicants technical assistance on sound mitigation techniques and hazard mitigation policy and procedures; Coordinating mitigation programs through interagency teams or councils. Conducting benefit-cost analyses; and Preparing National Environmental Policy Act reviews for FEMA approval. States that integrate the HMGP with their frequently updated State Administrative and Hazard Mitigation Plans will create cohesive and effective approaches to loss reduction. This type of coordinated approach minimizes the distinction between “predisaster” and “post-disaster” time periods, and instead produces an ongoing mitigation effort. Hazard mitigation is any sustained action taken to reduce or eliminate long-term risk to people and property from natural hazards and their effects. A key purpose of the HMGP is to ensure that the opportunity to take critical mitigation measures to protect life and property from future disasters is not lost during the recovery and reconstruction process following a disaster. Program grant funds available under Section 404 of the Stafford Act provide States with the incentive and capability to implement mitigation measures that previously may have been infeasible. The purpose of this Desk Reference is to: Provide comprehensive information about FEMA's Hazard Mitigation Grant Program (HMGP); Increase awareness of the HMGP as an integral part of statewide hazard mitigation efforts; and Encourage deeper commitments and increased responsibilities on the part of all States and communities to reduce damage and losses from natural disasters. This Desk Reference is organized to simplify program information and assist the reader with practical guidance for successful participation in the program. Lists of program-related acronyms and definitions are included, along with appendices that amplify selected aspects of the HMGP. This Desk Reference is organized into 14 sections, each of which presents a major HMGP subject area. In each section, information is presented on the right side of the page. In several sections, job aids containing supplemental material are provided. The job aids for each section can be found at the end of the section. At the front of each section, there is a detailed table of contents to help you locate specific information.

Book Description
Around the introduction of Agenda 21 at Rio in 1991, some countries like the Netherlands and New Zealand were already leading the way with quite innovative approaches to environmental planning. Focusing on the New Zealand government's innovations in sustainable and environmental planning, particularly the Resource Management Act of 1991, this book highlights planning and governance under devolved and co-operative mandates. It uses multiple methods to evaluate the quality of policy statements and district plans prepared by regional and local councils respectively, as well as the various inter- and intra-organizational and institutional factors affecting them. It also analyses the quality of the plans' implementation through the consensus or permits process, and the quality of the environmental outcomes.

Book Description
As with most shorelines around the world, New Jersey beaches are slowly, but inexorably, being eroded, threatening coastal structures and development. In some years more sand is deposited than removed, but all of the state's monitoring devices show that sea level is gradually rising and pushing the New Jersey shoreline inland. The shore is a valuable resource, and its natural, cultural, and economic attractions draw a multitude of permanent and temporary residents each year, extending housing and commercial development onto areas that were once swampland. Not surprisingly, development at the water's edge has been accompanied by an increasing exposure to the natural hazards of the coastal zone--erosion, flooding, and wind damage. In this book, Norbert Psuty and Douglas Ofiara incorporate perspectives from the areas of coastal sciences, economics, public policy, and land-use planning in creating a systematic plan for coastal management and protection. It has been more than a decade since New Jersey developed the nation's first state shore protection plan, and this volume provides a timely evaluation of its achievements and future challenges. This self-contained book provides all of the relevant theories, models, and examples so the reader will not need to refer to any other literature to gain an understanding of the issues and policies surrounding shore protection. It is the authoritative handbook for practitioners and policy makers in many fields, including coastal science and management and engineering, as well as public policy and economics.

Book Description
The Great East Japan Earthquake (GEJE) was the first disaster ever recorded that included an earthquake, a tsunami, a nuclear power plant accident, a power supply failure, and a large-scale disruption of supply chains. This volume is part of a larger knowledge-sharing project sponsored by the World Bank and the government of Japan that collects and analyses information, data, and evaluations performed by academic and research institutions, nongovernmental organisations, government agencies, and the private sector - all with the objective of sharing Japan's knowledge on disaster risk management (DRM) and postdisaster reconstruction with countries vulnerable to disasters so they can mainstream DRM in their development policies and planning. Other countries can protect themselves from major disasters by adopting - and adapting as necessary - some of the measures taken by Japan, and by understanding the strengths and weaknesses of Japan's response to the GEJE.
