As agriculture is one of the sectors most vulnerable to climate change, a thorough understanding of its impact is critical for formulating informed and effective adaptation strategies. Climate change challenges agriculture in many ways and affects – directly or indirectly – the economy, productivity, employment and food security. Assessing the impacts of climate change on crops is fundamental for elaborating evidence-based adaptation policies and strategies, guaranteeing sustainable pathways towards intensification and adopting climate-smart agricultural practices. This report presents insights about future climate change impacts on six crops (rice, maize, green gram, big onion, chilli and potato), selected according to a wide range of criteria: contribution to gross domestic product, relevance to food security and role as staple food, importance for farming systems, social impact, effect on employment, role as animal feed, consumer preferences, contribution to the export market, climatic vulnerability/resilience, market prices and price fluctuations, and farming input requirements.

West and Central Africa region (WCA) is particularly threatened by climate change and weather-related shocks, due in part to its high dependence on rainfed agriculture. Small-scale irrigation is very promising for the region as it can promote rural food security, poverty alleviation and adaptation to climate change. Improving the resilience of small-scale irrigation systems to climate change-related shocks should thus be an essential part of any effective irrigation investment plan. This report aims to provide governments, international organizations and project managers with evidence-based information on the impacts of climate change on small-scale agriculture in WCA in order to support the development of adaptation strategies that build the resilience of smallholder farmers.

Agriculture is one of the most climate-sensitive of all economic sectors. In many countries, such as the four examined in Looking Beyond the Horizon, the risks of climate change are an immediate and fundamental problem because the majority of the rural population depends either directly or indirectly on agriculture for its livelihood. The risks of climate change to agriculture cannot be eff ectively dealt with--and the opportunities cannot be eff ectively exploited--without a clear plan for aligning agricultural policies with climate change, developing the capabilities of key agricultural institutions, and investing in infrastructure, support services, and on-farm improvements. Developing such a plan ideally involves a combination of high-quality quantitative analysis; consultation with key stakeholders, particularly farmers and local agricultural experts; and investments in both human and physical capital. The diverse experiences of Albania, the former Yugoslav Republic of Macedonia, Moldova, and Uzbekistan, highlighted in this book, show that it is possible to develop a plan to meet these objectives--one that is comprehensive and empirically driven as well as consultative and quick to develop. The approach of this volume is predicated on strong country ownership and participation, and is defi ned by its emphasis on "win-win" or "no regrets" solutions to the multiple challenges posed by climate change for the farmers of Eastern Europe and Central Asia. The solutions are measures that increase resilience to future climate change, boost current productivity despite the greater climate variability already occurring, and limit greenhouse gas emissions--also known as "climate-smart agriculture." Looking Beyond the Horizon draws on the experiences of applying this approach to these four nations in Eastern Europe and Central Asia with the goal of helping each country mainstream climate change adaptation into its agricultural policies, programs, and investments. The book also highlights the projected impacts of climate change on agriculture in these countries through forecast variations in temperature and rainfall patterns, which are crucial to farming, and off ers a map for navigating the risks and realizing the opportunities. Sahelian West Africa has recovered from the disastrous droughts of the 1970s and 1980s. People have learned to adapt to risk and uncertainty in fragile dryland environments. Due to the urgent need to protect communities, ecosystems, and economies from the impacts of a changing climate, adaptation is becoming increasingly relevant. Climate change is already a significant stressor on most global and local value chains and threatens food security. This makes timely implementation of sustainable adaptation actions that catalyse agrifood system resilience indispensable for working towards better nutrition, better environments and better production, leaving no one behind. Recognizing the important role adaptation plays for agrifood systems, and its prominence in the Paris Agreement, the paper presents and reflects on FAO’s repertoire of different adaptation actions and solutions. Complementing the conclusion of the Global Stocktake at COP28, it comprehensively summarizes FAO’s efforts to boost progress in global adaptation actions. The paper (a) emphasizes the importance of bringing agrifood systems into the global adaptation agenda and policy landscape; (b) creates a cross-sectoral portfolio of FAO adaptation solutions covering multiple scales and approaches; (c) gives an insight into FAO's work with partners and Members and presents relevant networks and collaborations. Laying out FAO’s guiding principles according to the FAO Strategy on Climate Change 2022–2031, it underscores FAO’s efforts for transformative action in agrifood systems and demonstrates FAO's people-centered approach to climate change adaptation.
