This books explores the rise of civilizational populism throughout the world, and its consequences. Civilizational populism posits that democracy ought to be based upon enacting the ‘people’s will’, yet it adds a new and troubling dimension to populism’s thin ideology: a civilization based classification of peoples and division of society. Today, we increasingly find not conflict between civilizations, but conflict within states over their civilizational identity. From Western Europe to Turkey, and from India and Pakistan to Indonesia, populists are increasingly employing a civilization based classification of peoples in order to define the identities of ‘the people’ and their perceived enemies. This book is the first to examine civilizational populism as global phenomenon rather than a uniquely Western form of politics. Through a series of case studies, the book examines the role played by religion in forming civilizational identities, but also investigates the often deleterious consequences of civilizational populism entering the political mainstream.

Are liberal democracies in decline? If they are, what role does populism play in this? What can and should democracies do to defend their core features against 'democratic decay'? And which features can be considered essential? These are difficult questions further complicated by the realisation that their answers depend on perspective. Populism and democratic decay are global phenomena but they play out differently in different countries and regions. They also cannot be properly understood through the lens of one discipline alone. This book brings together scholars of political science and law, who look at populism, democratic decay, and possible means to protect democratic constitutionalism from global, regional (European) and national angles. The book is made up of two parts. The first part discusses general aspects of populism. The second part of the book consists of seven country reports and one regional report; each analysing the success or failure of national constitutional safeguards against populism in the local constitutional and socio-political context. From East-Central Europe to the United Kingdom, from Italy to the Philippines, the pictures painted in these articles are diverse, yet enlightening and relevant from a comparative perspective. This open access book shows how the politics of migration affect community building in the 21st century, drawing on both retrogressive and progressive forms of mobilization. It elaborates theoretically and shows empirically how the two master frames of nostalgia and hope are used in local, national and transnational settings, in and outside conventional forms of doing politics. It expands on polarized societal processes and external events relevant for the transformation of European welfare systems and the reproduction of national identities today. It evidences the importance of gender in the narrative use of the master frames of nostalgia and hope, either as an ideological tool for right-wing populist and extreme right retrogressive mobilization or as an essential element of progressive intersectional politics of hope. It uses both comparative and single case studies to address different perspectives, and by means of various methodological approaches, the manner in which the master frames of nostalgia and hope are articulated in the politics of culture, welfare, and migration. What comes after neoliberalism? In these times of health emergency, economic collapse, populist anger and ecological threat, societies are forced to turn inward in search of protection. Neoliberalism, the ideology that presided over decades of market globalisation, is on trial, while state intervention is making a spectacular comeback amid lockdowns, mass vaccination programmes, deficit spending and climate planning. This is the Great Recoil, the era when the neo-statist endopolitics of national sovereignty, economic protection and democratic control overrides the neoliberal exopolitics of free markets, labour flexibility and business opportunity. Looking back to the role of the state in Plato, Machiavelli, Hobbes, Hegel, Gramsci and Polanyi, and exploring the discourses, electoral programs and class blocs of the nationalist right and socialist left, Paolo Gerbaudo fleshes out the contours of the different statisms and populisms that inform contemporary politics. The central issue in dispute is what mission the post-pandemic state should pursue: whether it should protect native workers from immigration and the rich against redistributive demands, as proposed by the right’s authoritarian protectionism; or reassert social security and popular sovereignty against the rapacity of financial and tech elites, as advocated by the left’s social protectivism. Only by addressing the widespread sense of exposure and vulnerability may socialists turn the present phase of involution into an opportunity for social transformation.
