For decades, a lack of economic opportunity has caused instability and violence in Sub-Saharan Africa. Fortunately, U.S. Africa Command (USAFRICOM) is in a unique position to increase stability and reduce the causes of violence and extremism through new partnerships and military-to-military training. The current training approach is very likely to be beneficial to African military officers currently on active duty; however, proficiency in military science alone will not provide the necessary skills for those separating from service and facing an uncertain future in societies that do not pay pensions on time, if at all, and do not offer economic opportunities, especially to those without the right expertise. USAFRICOM partnerships are an excellent foundation on which to provide engineering and other technical training for African military officers and NCOs. In this way, African nations can create indigenous capacity to construct and maintain needed infrastructure like power stations, dams, bridges, and roads. A robust engineering training program has the great potential to lead to improved civil-military relationships and to reduce instability through increased opportunities for separating service members. These new technical skills will enable separating service members, now in mufti, to positively contribute to the societies they once served while in uniform.

In the United States, we often think of the military as an alternative to college, as a professional training ground, for a wide variety of skills that may include computer science, electronics, cooking, or medicine. We have comprehensive job placement and support programs for separating service members. Our military training includes discipline, teaming concepts, and a respect for civil society, traits expected to remain with a military member for life. Through U.S. Africa Command (USAFRICOM) partnership programs in Sub-Saharan Africa, many officers are currently benefitting from military-to-military training opportunities to learn aspects of military science and other basic training. A small number of officers will gain valuable skills they can use throughout their military careers or even in civilian life. Ms. Diane Chido argues that if our own military service members on separation or retirement faced return to their hometowns with uncertain pension payments and no transferable skills, along with a sudden loss of purpose and prestige, our country would not be as stable as it is. Remove our consistent training in discipline, respect for civilian authority, and loyalty to the national structure, and we have a greater chance of instability. If we add a complete lack of energy, telecommunications, and transportation infrastructure to support even basic economic development, we have a situation resembling that of many ethnically divided African countries, with no employment opportunities in the civilian sphere and where the rule of law exists only for some. Retirement-age military officers have historically engaged in coups in numerous African countries, and frequently civil wars reignite, even with robust disarmament, demobilization, and reintegration (DDR) programs. If these experienced officers, accustomed to leading and doing, are given the skills to manage construction projects and the knowledge to design and build power stations, dams, bridges, and roads, and if noncommissioned officers are trained to run and maintain these projects once built; those who pledged to serve their country in uniform could continue to do so with pride and purpose while wearing mufti. Infrastructure development and enhanced economic opportunity would no longer be entirely reliant on expensive foreign aid and experts. Above all, the threat of destabilization would be reduced.

The purpose of this monograph is to examine a new way for the United States military to conduct theater security cooperation in sub-Saharan Africa in order to help address the infrastructure deficit found across this environment. This study will focus on examining the utility of establishing or expanding the engineer capabilities of select African militaries in order to help these nations develop their national infrastructure and help enable the African security brigades. This dual-use capability will help the United States indirectly achieve its national security objectives. Expanding national infrastructure will promote economic growth and stability. In times of crisis, it is envisioned that the engineer units can be used to help the regional brigades operate in the austere environment of sub-Saharan Africa. This aid program is purposefully designed to supplement the work of other aid programs being executed by the United States government and other key partners. Simply developing a tactical engineer capability is not enough. The tactical ability is designed to operate in a whole-of-government approach to reinforce the success of other programs. Targeted nations must demonstrate the potential to successfully maintain this capability and put it to good use before precious American tax dollars are spent. In order to analyze this proposal, the infrastructure of four sub-Saharan African nations will be examined to determine if a military engineer asset would prove useful. The analysis will conclude by showing that expanding the engineer capabilities of select African militaries is of marginal utility in expanding national infrastructure and increasing the operational effectiveness of the security brigades.

The relationship between civil society and the armed forces is an essential part of any polity, democratic or otherwise, because a military force is after all a universal feature of social systems. Despite significant progress moving towards democracy among some African countries in the past decade, all too many African militaries have yet to accept core democratic principles regulating civilian authority over the military. This book explores the theory of civil-military relations and moves on to review the intrusion of the armed forces in African politics by looking first into the organization and role of the army in pre-colonial and colonial eras, before examining contemporary armies and their impact on society. Furthermore it revisits the various explanations of military takeovers in Africa and disentangles the notion of the military as the modernizing force. Whether as a revolutionary force, as a stabilizing force, or as a modernizing force, the military has often been perceived as the only organized and disciplined group with the necessary skills to uplift newly independent nations. The performance of Africa's military governments since independence, however, has soundly disproven this thesis. As such, this study conveys the necessity of new civil-military relations in Africa and calls not just for civilian control of the military but rather a democratic oversight of the security forces in Africa.

International trade plays an enormous role in economic growth and prosperity. This activity can also be used to transfer military equipment, knowledge, and technology to hostile governments and transnational terrorist and criminal organizations seeking to attack and destroy their enemies.
