This paper broadly evaluates the role and performance of non-governmental organizations (NGDOs) in promoting social development before and since the 1995 World Summit for Social Development. Two kinds of analysis and recommendations are offered. Firstly it concerns the practices of NGDOs and their relationships with other partners in development. Secondly it touches on the deep-rooted pathologies of the aid system that condition the form and effectiveness of the NGDOs and the development entities. In conclusion, the report points out in the absence of thorough reforms. In recent years civil society has been seen as a key route for democracy promotion and solving development ‘problems’ in low-income countries. However, the very concept of civil society is deeply rooted in European traditions and values. In pursuing civil society reform in non-Western countries, many scholars along with well-meaning international agencies and donor organisations fail to account for non-Western values and historical experiences. Civil Society in the Global South seeks to redress this balance by offering diverse accounts of civil society from the global South, authored by scholars and researchers who are reflecting on their observations of civil society in their own countries. This book suggests that our notions of civil society have undergone radical changes—including structural changes in the nature of Civil Society Organizations (CSOs) and Non-Governmental Organizations (NGOs). Such massive structural changes greatly problematize the older liberal view of a simple split between state and civil society actors which nonetheless remains dominant in much of social and political sciences. The author argues that the naturalist and behaviorist approaches to civil society occlude the fact that citizens increasingly live within a particular and highly contestable way of imagining and constructing civil society. The book shows that changes in how civil society is conceptualized and organized around new practices, might mark radically new conceptions of the state that are ideologically neo-liberal and subtle in the ways they disempower ordinary citizens.

How historically rooted power dynamics have shaped the evolution of civil society globally. The civil society sector—made up of millions of nonprofit organizations, associations, charitable institutions, and the volunteers and resources they mobilize—has long been the invisible subcontinent on the landscape of contemporary society.
