This book compares contemporary civil service systems across East and Southeast Asia, a dynamic region of greater diversity in local administrative tradition, imported models of modern administration, and the character of prevailing political institutions. Featuring chapters on Japan, South Korea, Taiwan, Singapore, Hong Kong, Vietnam, Indonesia, Thailand, Malaysia, and the Philippines, this book provides a detailed analysis of key aspects of the civil service system, including centralization, recruitment, classification, openness of positions, performance assessment, promotion, training, and senior civil service. It distinguishes four modes of public employment, namely, bureaucratization, professionalization, politicization, and marketization, to develop a conceptual framework for comparing the civil service system at the operational level. This new collection of essays compares the development of central institutions of governance in the emerging democracies of East and South East Asia. Seven key countries are covered: Taiwan, Korea, Thailand, Singapore, Malaysia, Indonesia and the Philippines. Save for Singapore and Malaysia, all have democratized over the past decade. Because of its constitutive implications for citizen identities, democratization is arguably of even greater potential significance than the economic take-off that preceded it. But there are distinctive features that give the experience of these seven states especial relevance. First, unlike analogous western patterns, democratic transitions in Asia have been top-down in character. Second, the implementation of basic democratic forms was highly compressed in time. Third there were (and are), in most countries, no major ideological or programmatic cleavages. Thus the bases around which contending political forces might organize are not immediately clear. This may affect the outlook for partisanship and mobilization. There has been no synoptic, comparative study of these developments on a region-wide scale. This book fills the gap extremely well.

As developing countries with recent histories of isolation and extreme poverty, followed by restoration and reform, both Cambodia and Vietnam have seen new opportunities and demands for non-state actors to engage in and manage the effects of rapid socio-economic transformation. This book examines how in both countries, civil society actors and the state manage their relationship to one another in an environment that is continuously shaped and (re)constructed by changing legislation, collaboration and negotiation, advocacy and protest, and social control. Further, it explores the countries’ divergent experiences whilst also uncovering the underlying basis and drivers of civil society activity that are shared by Cambodia and Vietnam.
