Book Description
Excerpt from Civics of Pennsylvania Civil government has been looked upon generally as the science of national activity. Not only has the state as a governing authority received little attention, but its rela tion to the nation has been viewed in a distorted perspec tive. Naturally the student has come to look on state sovereignty and national supremacy as wholly external to himself, and apart from each other, instead of consonant elements in a great system. An examination of the powers exercised and the duties rendered by those local organs with which he is more or less acquainted by actual contact will enable him toplace both sovereignties in their proper positions with reference to each other. While this brief exposition of the government of Pennsylvania has been prepared to serve as a supplement for those who are already familiar with the important elements of civics, its further purpose is to aid the student to understand the. Book Description
Excerpt from The Government of Pennsylvania and the Nation Some years ago I prepared a small book, A General Outline of Civil Government, for use in schools, and after its publication my associate teachers and friends suggested that I should write a book describing the government under which the people of Pennsylvania live. It should be a book giving the whole of their government, the part conducted by the State and the part administered by the nation, so that students in schools and others who used the book would have before them the complete fabric of their government. Book Description
Excerpt from The Government of the People of the State of Pennsylvania A State or Commonwealth is. A public corporation, and has many rights also possessed by a free person. It can buy and sell property and hold it in possession. It can make contracts or agreements and compel those who form the contract to perform their part. Yet because it is the State and possesses many powers which a human being cannot possess or exercise, the State cannot be sued as easily as an individual or a private corporation. The State as a public corporation is next in rank to the United States. Public corporations of lesser rank are counties, cities, and boroughs. There are cases in which the United States, a State, a county, a city, or a borough may be sued. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book Description
Excerpt from History and Civil Government of Pennsylvania The meaning Of a vote and the sacredness of the ballot can be taught in connection with many of the lessons in American history. The perpetuity Of a free government depends very largely upon the faith of the people in the purity and efficacy of the ballot. The boy who asked his teacher whether it is justifiable to accept money for doing what is right, say for an honest day's work. And if so, whether it is not justifiable to accept money for a vote provided one votes the right ticket, was sadly in need of instruction showing why the law has made it a crime either to buy or to sell a vote. An excellent point Of departure for a lesson on the wickedness of bribery is the famous reply of Gen. Joseph Reed: I am not worth purchasing; but such as I am, the King of Great Britain is not rich enough to buy me. Book Description
Excerpt from The American Citizen in Pennsylvania: The Government of the State and of the Nation The purpose of this work is to present to the pupils in the public schools in the Commonwealth some practical infor mation as to the rights and duties which belong to American citizenship. The study of civics is {now receiving increased attention in our schools, particularly since the school laws require that teachers shall have a fair knowledge of civil government, including State and local government. In view of this legislation, a text - book to meet the needs of the schools should treat the local and State government as at least of equal importance with that of the Nation. It has been said that many a youth has grown to manhood with so little ap preciation of the Commonwealth in which he lives as to re gard it simply as a geographical division. The study of the State government and of the National Government are of equal importance. The student of civil government should begin with that which is near at hand and of immediate interest, and proceed to that which is distant and of remote concern. He should not begin with that rare and precious afterthought and flower of government, the Constitution of the United States, but with the material forms that are close at hand. In connection with the ordinary lessons in reading, the children should be made acquainted with words suggesting civic ideas, as cit izen, soldier, officer, law, justice, country, state, city, and nation. Then, in elementary lessons, the children should gain general notions of local government and organization. Book Description
Excerpt from The Government of the State of Pennsylvania, Including Local Government A State of the United States. A State is the largest political division of the United States. It has a distinct government of its own established by the people of the State. The first thirteen States of the United States had their origin in the thirteen colonies established by England in this country. Most of the other States had been organized as Territories before their admission into the union. In the United States a State is more distinctly a political organization and at the same time more definitely a member of the union and a part of the national govern ment than in any other nation of the world.
