This report--a joint effort of the Federal Reserve's Community Affairs function and the Brookings Institution's Metropolitan Policy Program--examines the issue of concentrated poverty and profiles 16 high-poverty communities from across the country, including immigrant gateway, Native American, urban, and rural communities. Through these case studies, the report contributes to our understanding of the dynamics of poor people living in poor communities, and the policies that will be needed to bring both into the economic mainstream. It is not the intention of this publication to explain poverty causation. Instead, the goal is to add texture to our understanding of where and how concentrated poverty exists, by studying new areas and by interviewing local stakeholders, including residents, community leaders, and government representatives, to understand how concentrated poverty affects both individuals and communities. The report begins with "Concentrated Poverty in America: An Overview" (Alan Berube) and "Introduction to the Case Studies" (Carolina Reid). Evidence of past events and modeling of potential events suggest that tsunamis are significant threats to low-lying communities on the California coast. To reduce potential impacts of future tsunamis, officials need to understand how communities are vulnerable to tsunamis and where targeted outreach, preparedness, and mitigation efforts may be warranted. Although a maximum tsunami-inundation zone based on multiple sources has been developed for the California coast, the populations and businesses in this zone have not been documented in a comprehensive way. To support tsunami preparedness and risk-reduction planning in California, this study documents the variations among coastal communities in the amounts, types, and percentages of developed land, human populations, and businesses in the maximum tsunami-inundation zone.

The European DayWater project has developed a prototype of an Adaptive Decision Support System (ADSS) related to urban stormwater pollution source control. The DayWater ADSS greatly facilitates decision-making for stormwater source control, which is currently impeded by the large number of stakeholders involved and by the necessary multidisciplinary knowledge. This book presents the results of this project, providing new insights into both technical and management issues. The main objectives of its technical chapters are pollution source control modelling, risk and impact assessment, and evaluation and comparison of best management practices. It also covers management aspects, such as the analysis of the decision-making processes in stormwater source control, at a European scale, and stormwater management strategies in general.
