This open access book shows how citizens' involvement in geohazard risks prevention can strengthen regional and national risk management systems, to demonstrate a new form of engagement between civil society and local authorities. The lessons learned in in this book, where the local communities were engaged to actively participate in risk preparedness and monitoring and incorporate local capacities into risk management systems, are reported. A cooperation and resource platform on geohazards risk assessment, preparedness, mitigation, and prevention was used as interface between the citizens and the risk management system. A more efficient uptake of Copernicus data, products, and services on regional level is discussed, to improve geohazard risk prevention and resilience to natural disasters. Recommendations for the creation of future observatories in response to the widest range of hazards (both natural and human-induced) in Europe and in the world are provided.

In the field of natural hazards, communicating science with the public and stakeholders involves entering the challenging and complex world of hazard and risk communication, the ultimate purpose of which is to reduce the impact of impending hazards on people at risk. According to the Sendai Framework 2015-2030, it is important to “strengthen the utilization of media, including social media, traditional media, big data and mobile phone networks, to support national measures for successful disaster risk communication.” Sometimes risk communication has collateral and unexpected side effects that may lead to the adoption of inadequate behaviors. In some instances, this can even result in legal actions being taken against scientists and/or emergency managers. The role of the media should be to facilitate the accurate communication of hazard and risk information, but such communication is often hampered by the fact that journalists have different agendas and priorities than scientists, risk communicators, and emergency managers. This does not always support people in their decision making. Accurate communication of hazard and risk is especially important when decisions have to be made within contexts where uncertainty is very high. This is often the case with geohazards, such as earthquakes, tsunamis, volcanic eruptions, and landslides.

New England and nearby areas in the United States and Canada have a long and storied history of earthquakes that goes back to the times of the earliest exploration and settlement of the region by Europeans. This may come as a surprise to the many people living in the region today who have never felt a local earthquake. On November 13, 1985, catastrophic mudflows swept down the slopes of the erupting Nevado del Ruiz volcano, destroying structures in their paths. Various estimates of deaths ranged as high as 24,000 residents. Though the nature and extent of risk posed by the mudflows to local communities were well documented before the event and extensive efforts had been made to communicate this information to those at risk, the affected communities were caught largely unaware.
