A research team from the United States has completed an examination of citizen participation experiments in seven European countries. The team included Donald Appleyard, Marc Draisen, David Godschalk, Chester Hartman, Janice Perlman, Hans Spiegel, John Zeisel, and ourselves. This book is a product of our joint efforts. Our studies are aimed at summarizing and sharing what can be learned from recent European efforts to enhance the effectiveness of local government through increased public involvement in the organization and management of public services and urban redevelopment. Almost a year was spent assembling the team, developing a shared framework for analysis and identifying appropriate case study cities. European and American public officials and citizen activists helped us assess the potential impact of such a study on current practice. A second year was spent visiting the European cities and preparing the case-study drafts. Finally, team members gathered in Washington, D. C. , with fifty American and European public officials, citizen activists, and scholars. A two-day symposium provided an exciting opportunity to present preliminary research findings and encourage an exchange of ideas between researchers, activists, and policymakers. The final versions of the case studies that appear in this book, along with several commentaries by symposium participants, are written especially for city officials and citizen activists. We have tried to translate the results of our scholarly inquiry into pragmatic suggestions for officials and activists.

This issue of A+BE addresses two critical urban issues China faces today: housing and urban renewal. In the recent two decades, the Chinese urban housing stock underwent a significant, if not extreme, transformation. From 1949 to 1998, the urban housing stock in China largely depended on the public sector, and a large amount of public housing areas were developed under the socialistic public housing system in Beijing and other Chinese cities. Yet in 1998, a radical housing reform stopped this housing system. Thus, most of the public housing stock was privatized and the urban housing provision was conferred to the market. The radical housing privatization and marketization did not really resolve but intensified the housing problem. Along with the high-speed urbanization, the alienated, capitalized and speculative housing stock caused a series of social and spatial problems. The Chinese government therefore attempted to reestablish the social housing system in 2007. However, the unbalanced structure of the Chinese urban housing stock has not been considerably optimized and the housing problem is still one of the most critical challenges in China.

After working for nearly three years to improve the performance of the government of Flint, Michigan—and discovering that there was no comprehensive work on the subject of local-government management to refer to—Brian Rapp and Frank M. Patitucci felt a personal as well as a professional need to write a book that would help them understand their successes and failures, and that would help others do a better job in similar situations. The result, this book, is unique both in its approach and in its presentation. The authors, establishing a conceptual framework within which to understand their subject, use Flint as a case city to examine the practical impact of factors affecting city government, and they indicate the major standards and criteria that should be applied in evaluating that impact. Although they recognize that within each city there are unique conditions that make a blanket prescription impossible, the authors are nevertheless convinced that many individuals both in and out of government can do something to improve the performance of their city government, and they have set out to help these individuals understand, in the most concrete terms possible, how they might go about it.
