This paper examines gender inequality in the context of structural transformation and rebalancing in China. We document declining women's relative wages and labor force participation in China during the last two decades, despite rapid growth and expansion of the service sector. Using household data, we provide evidence consistent with a U-shaped relationship between economic development and women's labor market outcomes. Using a model of structural transformation, we show that labor market barriers for women have increased over time. Model counterfactuals suggest that removing these barriers and increasing service sector productivity can boost both gender equality and economic growth in China.

China is transitioning to a greener, more inclusive, more consumer and service based, and less credit-driven economy. This paper defines a framework for assessing rebalancing, reviews progress, and discusses medium-term prospects. External rebalancing has advanced well, while progress on internal rebalancing has been mixed, with substantial progress on the supply side, moderate progress on the demand side, and limited progress on the credit side. Rebalancing on income equality and environment has also been mixed, with the energy intensity of growth falling and labor’s share of income rising, but income inequality and local air pollution remaining very high. Going forward, the high national saving is expected to fall owing to demographic change and a stronger social safety net, while the investment ratio is expected to fall similarly, with increasing competition and profit normalization as growth slows. The service sector will continue to gain importance, helping reduce the carbon intensity of output and increase labor’s share of national income and household consumption. Reducing the credit intensity of growth is likely to progress slowly unless decisive corporate restructuring and SOE reforms are implemented.

China’s higher proportion of men than women is a population characteristic that is shared by very few countries in the world. This demographic masculinity is unprecedented in the documented history of human populations, both in scale and its lasting impact on the numbers and the structure of the population. Despite the economic boom of recent years, many families in China still consider girls to be less important than boys. Although Chinese women have become largely emancipated since the 1950s, they still do not have the same opportunities for social achievement as men, and Chinese society remains fundamentally rooted in highly gendered social and family roles. As a consequence, Chinese girl babies who have the misfortune to be born instead of a long-awaited son go by various names, such as Pandi (literally "awaiting a son"), Laidi ("a son will follow"), or Yehao ("she'll do too"). The People's Republic of China (PRC) has made advances in narrowing gender gaps in its labor market. It has one of the highest female labor force participation rates in Asia and the Pacific at around 64% in 2013, and one of the narrowest earnings gender gaps. This study investigates how women are faring in the transition to the PRC's new growth model, and what can be done to promote women's participation. It shows how the PRC is undergoing multiple transitions that have implications for gender equality and work. For example, during the market transition, gender wage gaps and gender wage discrimination increased, reaching 33% in urban areas and 44% in rural areas. Find out how evidenced-based gender analysis can foster gender responsive policy approaches to promote women's equality in the labor market.
