This book analyzes China’s foreign technology acquisition activity and how this has helped its rapid rise to superpower status. Since 1949, China has operated a vast and unique system of foreign technology spotting and transfer aimed at accelerating civilian and military development, reducing the cost of basic research, and shoring up its power domestically and abroad—without running the political risks borne by liberal societies as a basis for their creative developments. While discounted in some circles as derivative and consigned to perpetual catch-up mode, China’s "hybrid" system of legal, illegal, and extralegal import of foreign technology, combined with its indigenous efforts, is, the authors believe, enormously effective and must be taken seriously. Accordingly, in this volume, 17 international specialists combine their scholarship to portray the system’s structure and functioning in heretofore unseen detail, using primary Chinese sources to demonstrate the perniciousness of the problem in a manner not likely to be controverted. This book describes the huge efforts by the Chinese Government concerning the restoration and future sustainable management of Chinese water systems. It presents the results of a Sino-European joint project concerning the Songhuajiang-Liaohe River Basin (SLRB) in Northeast China conducted by the Chinese Research Academy of Environmental Sciences (CRAES), the Helmholtz Centre for Environmental Research - UFZ, Germany, and the Natural Environment Research Council as represented by the Centre for Ecology and Hydrology (CEH), UK. The book explains in great detail the development of risk assessment and corresponding management methods for (i) controlling water pollution, (ii) assessing river health and ecological restoration options, (iii) characterizing persistent organic pollutants (POPs), and (iv) protecting fragile groundwater resources. This book investigates how Europe should position itself in an era of growing Chinese-American rivalry. The volume explores the contemporary relationship and ongoing dynamics between three of the most powerful players in today’s international relations - the USA, China and Europe. It claims that the intensifying antagonism between Washington and Beijing requires a paradigm shift in European strategic thinking, and takes a trilateral perspective in analysing key issue areas, such as trade, technology, investment, climate change, the BRI, sub-national contacts, maritime security and nuclear non-proliferation. Using this analysis, the work seeks to offer original policy recommendations that respond to a number of dilemmas Europe can no longer avoid, including the trade-off between European interests and values in a harsher global environment, the question of whether Europe should align with one of the two superpowers, Europe’s military dependence on a US pivoting to the Asia-Pacific, and possible trade-offs between global and regional governance efforts. The emergent powers of Brazil, Russia, India, China and South Africa (BRICS) are drawing attention as they change the political and economic map of the 21st century. But does each country have the institutional framework needed to advance its path of development and to effectively address needed reforms with sustainable solutions? With the support of an international network of experts, the Bertelsmann Stiftung has conducted an indicator-based inventory of the state and performance of governance in each BRICS country. Focusing on success factors and policy challenges, this study draws upon the analytic tool of the Sustainable Governance Indicators (SGI), allowing for a cross-national analysis of the need for reform in core policy areas such as economic and social affairs, environmental policies and innovation strategies. At the same time, the capacities of each country's system of governance are explored in each BRICS state. explores the the extent to which problems are identified and strategic solutions implemented in each of the five political systems. By looking at both reform needs and reform capacities, this study points to considerable differences in the prospects for development in each country - prospects which, in some cases, fall short of the expected growth and progress.
