Shale energy development is an issue of global importance. The number of reserves globally, and their potential economic return, have increased dramatically in the past decade. Questions abound, however, about the appropriate governance systems to manage the risks of unconventional oil and gas development and the ability for citizens to engage and participate in decisions regarding these systems. Stakeholder participation is essential for the social and political legitimacy of energy extraction and production, what the industry calls a 'social license' to operate. This book attempts to bring together critical themes inherent in the energy governance literature and illustrate them through cases in multiple countries, including the US, the UK, Canada, South Africa, Germany and Poland. These themes include how multiple actors and institutions – industry, governments and regulatory bodies at all scales, communities, opposition movements, and individual landowners – have roles in developing, contesting, monitoring, and enforcing practices and regulations within unconventional oil and gas development. Shale gas is to New Brunswick today what the Free Trade Agreement with the United States was to Canada a quarter century ago: a deeply controversial, highly polarizing issue over which tempers quickly flare up. As was the case with the free trade debate, the public discourse on shale gas has degenerated into a war of words, with most citizens left in the middle with very little information they can trust to secure a better understanding of what is at stake. This study aims to fill part of the wide information gap on shale gas in New Brunswick. While substantial knowledge has been built in recent years on the impact—both positive and negative—of shale gas on communities where it is actively being exploited, much less is available for New Brunswick. Yet, as this document makes clear, no two shales are alike. The transport sector in Australia depends heavily on imported oil-based fuels. With this comes the ever-present risk of oil supply shortages. But Australia is gas-rich and oil-poor, so it makes practical sense to assess how our own gas resources can be used to produce these fuels. Natural gas can be used directly as a fuel, blended with diesel in modified diesel engines, and converted into a conventional liquid fuel--all at a modest cost. This book, written by Australia's leading experts in the field, demonstrates how using natural gas as a transport fuel could increase fuel self-sufficiency to 50-70 percent by 2030. And with three-quarters of all freight being moved by road, it's clear that these developments will have major benefits for Australian transport efficiency.
