This thesis is in the form of a case study examining the opportunities for transformative learning among learners with intellectual disability who undertook two adult literacy programs in Victoria, Australia. The study included semi-structured interviews of the learners, their teachers, program managers and policy makers from a number of sectors - adult, community and further education, and adult day programs. The purpose of the research was to make explicit the voices of people with intellectual disability to find out what they perceived had occurred in terms of personal perspective change during the two literacy programs. The focus of the study was on the inner and outer worlds of the learners in order to explore the processes, which support transformative learning for people with intellectual disability. Emerging trends in transformative learning theory and changes in disability legislation in Victoria were incorporated into the study. As the research proceeded, the analysis of the data was re-framed in light of a seminal dialogue in 2006 between Dirkx and Mezirow on the nature of learners' inner and outer worlds. In the discussion of the findings, it is proposed that socio-political tensions shape learners' outer worlds and ultimately their access to and feelings towards lifelong learning. Literacy spaces such as those portrayed in the study can be exemplars of transformative learning if changes in personal perspective can be nurtured. Teachers, policy makers and disability service providers must engage with learners with intellectual disability to ensure that literacy programs promote critical reflection leading to transformative learning.
