This volume critiques contemporary power trends by examining key bilateral dynamics between five putative ‘poles’ of the multipolar order in the twenty-first century. Written by emerging scholars and established academics, this work provides a timely and authoritative analysis of one of the most controversial and compelling security debates of the twenty-first century. Adopting a detailed case study approach, the volume examines contemporary great power relations between the US, China, Russia, India and the EU. Each chapter explores the essential nature and characteristics of individual inter-state relationships in order to explicate and appraise the empirical evidence for a putative multipolar order. The volume aims to deepen understanding of power trends and critically assess the individual inter-dynamics at play. In doing so, it critiques the various models offered, such as the hub and spoke model (with the US remaining as the primary actor) and Zakaria’s ‘networked’ model, as part of a purported ‘post-American world’. This open access book aims to emphasize the potential for Japan, Europe and Indo-Pacific countries including the US to respond to shared domestic and international challenges on finding joint ways to uphold and develop the liberal international order (LIO) in the Asian Pacific region and the world. It explores how these countries and the region (the EU) can work together to promote solidarity and cooperation to advance democratic standards and rules-based norms globally. The US understands the LIO in a political sense and centers its focus on democracy, aiming to build a coalition of democracies opposed to China and Russia which represent a kind of authoritarian axis. The US aims both to defend the LIO and respond to the China challenge and to build a coalition of countries that will do both. In contrast European countries aim at defending the “rules-based order”—a term preferred because they fear that the concept of the LIO might alienate or antagonize non-democratic countries. They face a dilemma between working with China to reform the LIO or, in seeking to defend it from China, excluding China. Germany and France differ regarding whether to play a passive or active role in the Indo-Pacific, the former choosing to preserve peace and stability for continued exports, and, until recently, doing little to contribute to security. Its views echo those of the ASEAN countries, which are unable or unwilling to take an active role in protecting the LIO. On the contrary France, along with the UK, actively carries out presence operations in the Indo-Pacific. Rather than upholding US dominance, France supports a multipolar order that will also reduce China’s influence in the region, with France acting as a balancing power and offering an alternative to the choice between China and the United States. Japan and India show interest in European views with the former leaning more toward its allies, the US and AUKUS, and the latter seeing Europe less as an alternative to the status quo and more as a complement of QUAD. This book concludes that the US needs to build coalitions rather than forcing allies and neighbors to choose sides, while Japan, Asian countries, and Europeans should more actively reform the LIO.

This book explores the transformation of the American-led alliances, as well as of US allies’ responses to potential American disengagement from regional security amid the rising Russian and Chinese threats. The post-Cold War international order has led to three challenges for the West. The first challenge was the ending of the Cold War, which had served as the fundamental rationale of the US-centred alliance systems in both Europe and Asia. The second challenge was that while the fear of US disengagement in the post-Cold War era was initially about its political willingness, the relative decline of the US has gradually turned the question into that of capability. And the third challenge is that for the first time since very long, a war in which one of the great (nuclear) powers is involved takes place on European territory. In Europe, the immediate consequence of the war has been a strengthening of NATO. In Asia and the Indo-Pacific, regional reactions to the war have been much more muted, for the division between “friends and foes” remains less clear-cut than in Europe. The chapters in this volume bridge the dynamics in the European and Asian theatres and provide a comparative framework for examining security alignments amid the shifting strategic context of the Indo-Pacific.
