Every year it derives revenue from various sources and spends money to provide the services and facilities that its stock holders, the citizens, demand. The Mayor and Councilmen act as the legislative or policy-making body and adopt the annual budget; the City Manager, as chief administrator, directs the Operation of the various City Departments and prepares the annual budget proposal, taking into consideration the needs of all departments. But these officials are not magicians, they cannot pull new streets out of hats or make two water treatment plants appear where one stood before. And yet, the population of a community cannot grow without demanding new public facilities. An increase in consumers' possessions such as cars, new homes, and garbage disposal units does affect the public facilities (highways, fire stations, waste treatment plants) and the equipment (trucks, bulldozers, police cars, fire engines) that are needed to serve them.
