Book Description
The purpose of this code is to provide guidance to provincial transportation and environmental regulatory agencies regarding light-duty vehicle inspection and maintenance programs as a means of reducing excess exhaust and evaporative emissions of volatile organic compounds, nitrogen oxides, carbon monoxide, and particulate matter from in-use motor vehicles in large urban centres. The code is intended as a basis for implementing consistent and uniform control measures employing the latest technology for the testing of in-use motor vehicles across Canada. Training requirements are included in the code to help maintain efficient inspection station and repair shop operation as well as the health and safety of the motorists who participate in the programs. This document includes an outline of the legislative and policy considerations behind the code, the basic program parameters, and information on test procedures and equipment, quality control and assurance, repair technician and facility certification, and development of public awareness.

Book Description
The past 15 years of policies for reducing domestic greenhouse gas (GHG) emissions, in addition to 25 years of programs by electric utilities to reduce or shift electricity demand, provide a large body of evidence for assessing the effectiveness of subsidies and information policies in influencing energy use and associated GHG emissions. This study uses this information to calculate the likely effect on Canadian GHG emissions of a long-term continuation of the policy approach represented by Project Green. The first part of the study recounts the Canadian policy approach to GHG emission reduction of the past 15 years and assesses the past and likely future effectiveness of this approach. The second part presents a 35-year (2005-2040) simulation of what would happen to Canadian GHG emissions if the government were to continue the approach epitomizes by Project Green. The third part discusses the lessons for policy design and then suggests alternative policy approaches for GHG emission control.

Efforts reported by federal departments in this report are part of the work that the government is undertaking to address the operational component of its commitment to sustainable development. After the introduction, chapter 2 describes the government's overall approach to promoting environmental opportunities within the federal community and working toward sustainable development. It then describes programs to assist departments and agencies in limiting their greenhouse gas emissions. Chapter 3 report progress being made in energy efficiency and use of alternative energy, including actions in federal buildings and vehicle fleets. Chapter 4 estimates carbon dioxide emissions created by federal buildings and the motor vehicle fleet. Chapters 5 and 6 describe efforts under way to meet the recognized need for better annual reporting on and assessment of energy use in federal buildings and vehicles respectively. The final chapter examines two instances where the federal government is seeking to increase the role of renewable energy sources in meeting its energy needs.
