One of the major challenges facing Sub-Saharan African organizations today is how to effectively manage their resources. Though the importance of effective management of organizational resources is generally acknowledged, published research on the theme is disappointingly scarce. This book hopes to contribute in filling the lacuna. Contributors to the volume, which is the first in a book series from African Journal of Business and Economic Research (AJBER), a peer-reviewed, triennial publication, discuss various management issues in sub-Saharan Africa such as employee motivation, job satisfaction, compensation, organizational commitment, ethics, social responsibility and export management and the interplay between these and the effective management of an organization's resources. They argue that effective management of organizational resources - whether in the public or private sector - promotes efficiency, which in turn enhances the organization's ability to compete. This paper studies the role of fiscal policies and institutions in building resilience in sub-Saharan African countries during 1990-2013, with specific emphasis on a group of twenty-six countries that were deemed fragile in the 1990s. As the drivers of fragility and resilience are closely intertwined, we use GMM estimation as well as a probabilistic framework to address endogeneity and reverse causality. We find that fiscal institutions and fiscal space, namely the capacity to raise tax revenue and contain current spending, as well as lower military spending and, to some extent, higher social expenditure, are significantly and fairly robustly associated with building resilience. Similar conclusions arise from a study of the progression of a group of seven out of the twenty-six sub- Saharan African countries that managed to build resilience after years of civil unrest and/or violent conflict. These findings suggest relatively high returns to focusing on building sound fiscal institutions in fragile states. The international community can help this process through policy advice, technical assistance, and training on tax administration and budget reforms.

This report summarises the results of work at the Nordiska Afrikainstitutet/Nordic Africa Institute (NAI) on the impact of structural adjustment implementation on the economies, states and societies of sub-Saharan Africa. It consists of two essays and an appendix listing research projects which have been/are being carried out under the auspices of NAI. The first essay raises a series of conceptual and methodological questions in the context of a presentation of some of the main empirical results obtained from extended field work carried out during the course of 1992 and 1993 in Kenya, Tanzania and Zimbabwe. The second essay presents the three main themes - private trading networks and structures, the changing political economy of land, and popular forms of social provisioning - that constitute the core of the second phase of NAI's structural adjustment research and, in so doing, provides a review of aspects of the adjustment literature. This report is, therefore, an attempt both at stock-taking and agenda-building as part of a wider quest for deepening our understanding of the structures and processes of socio-economic change associated with the crisis and adjustment years in contemporary Africa
