This volume takes a fresh look at the land question in India. Instead of re-engaging in the rich transition debate in which the transformation of agriculture is seen as a necessary historical step to usher in dynamic capitalist (or socialist) development, this collection critically examines the centrality of land in contemporary development discourse in India. Consequently, the focus is on the role of the state in pushing a process of dispossession of peasants through direct expropriation for developmental purposes such as acquisition of land by (local) states for infrastructure development and to support accumulation strategies of private business through industrialization. Land in India is sought for non-agricultural purposes such as purchasing land to reduce risk and real estate development. Land is also central to tribal communities (adivasis), whose livelihoods depend on it and on a moral economy that is independent of any price-driven markets. Adivasis tend to hold on to such property, not as individual owners for profit, but for collective security and to protect a way of life. Thus land, notwithstanding its role in the accumulation process, has been, and continues to be, a turbulent arena in which classes, castes, and communities are in conflict with each other, with the state, and with capital, jockeying to determine the terms and conditions of land transactions or their prevention, through both market and non-market mechanisms. The volume goes beyond the traditional political economy of the agrarian transition question, and deals with, inter alia, distributional conflicts arising from acquisition of land by the state for capital accumulation on the one hand and its commodification on the other. It provides new analytical insights into the land acquisition processes, their legal-institutional and ethical implications, and the multifaceted regional diversity of acquisition experiences in India.

British Literature and the Life of Institutions charts a literary prehistory of the welfare state in Britain around 1900, but it also marks a major intervention in current theoretical debates about critique and the dialectical imagination. By placing literary studies in dialogue with political theory, philosophy, and the history of ideas, the book reclaims a substantive reformist language that we have ignored to our own loss. This reformist idiom made it possible to imagine the state as a speculative and aspirational idea—as a fully realized form of life rather than as an uninspiring ensemble of administrative procedures and bureaucratic processes. This volume traces the resonances of this idiom from the Victorian period to modernism, ranging from Mary Augusta Ward, George Gissing, and H. G. Wells, to Edward Carpenter, E. M. Forster, and Virginia Woolf. Compared to this reformist language, the economism that dominates current debates about the welfare state signals an impoverishment that is at once intellectual, cultural, and political. Critiquing the shortcomings of the welfare state comes naturally to us, but we often struggle to offer up convincing defences of its principles and aims. This book intervenes in these debates by urging a richer understanding of critique: if we want to defend the state, Kohlmann argues, we need to learn to think about it again.

The story of the British political system's reaction to the Irish unrest is told, and an important episode in Mr Gladstone's career fully revealed. The agrarian reform of 1870 was not only `the beginning of the undoing of the conquest', it was also a point of departure for British legislation generally. A great deal of evidence is marshalled in the book to support its argument that the Act undermined the conception of property-rights which was central to the self-confidence of the rulers of mid-Victorian Britain. Dr Steele draws on the relatively neglected mass of evidence about the Irish peasantry, their customs and aspirations, collected and printed by British Parliamentary and official investigations during the nineteenth century. He has been able to exploit a wealth of material in the private pipers of Mr Gladstone, his cabinet colleagues and other leading political figures. Selective use has been made of the British and Irish press, to illustrate and emphasize all that was at stake.
