During the 1970s todays Austrian Federal Ministry of Education, Science and Research (Bundesministerium für Bildung, Wissenschaft und Forschung, BMBWF) supported the founding of the Center for Austrian Studies at the University of Minnesota in Minneapolis and the Austrian Chair at Stanford University in California. These foundings were the initial incentives for the worldwide `spreading' of similar institutions; currently, nine Centers for Austrian and Central European Studies exist in seven countries on three continents. The funding of the Ministry enables to connect senior scholars with young scholars, to help young PhD students, to participate in and to benefit from the scientific connection of experienced researchers, and to get in touch with the national scientific community by `sniffing scientific air', as the Austrians like to say. Furthermore, it aims to avoid prejudices, and to spread a better understanding and knowledge about Austria and Central Europe by promoting scientific exchange.

Taking a stand midway between Piaget's constructivism and Fodor's nativism, Annette Karmiloff-Smith offers an exciting new theory of developmental change that embraces both approaches. She shows how each can enrich the other and how both are necessary to a fundamental theory of human cognition. Karmiloff-Smith shifts the focus from what cognitive science can offer the study of development to what a developmental perspective can offer cognitive science. In Beyond Modularity she treats cognitive development as a serious theoretical tool, presenting a coherent portrait of the flexibility and creativity of the human mind as it develops from infancy to middle childhood. Language, physics, mathematics, commonsense psychology, drawing, and writing are explored in terms of the relationship between the innate capacities of the human mind and subsequent representational change which allows for such flexibility and creativity. Karmiloff-Smith also takes up the issue of the extent to which development involves domain-specific versus domain-general processes. Over the course of the last 1400 years, Islam has grown from a small band of followers on the Arabian peninsula into a global religion of over a billion believers. How did this happen? The usual answer is that Islam spread by the sword-believers waged jihad against rival tribes and kingdoms and forced them to convert. Lamin Sanneh argues that this is far from the whole story. Beyond Jihad examines the origin and evolution of the African pacifist tradition in Islam, beginning with an inquiry into the faith's origins and expansion in North Africa and its transmission across trans-Saharan trade routes to West Africa. The book focuses on the ways in which, without jihad, the religion spread and took hold, and what that tells us about the nature of religious and social change. At the heart of this process were clerics who used religious and legal scholarship to promote Islam. Once this clerical class emerged, it offered continuity and stability in the midst of political changes and cultural shifts, helping to inhibit the spread of radicalism, and subduing the urge to wage jihad. With its policy of religious and inter-ethnic accommodation, this pacifist tradition took Islam beyond traditional trade routes and kingdoms into remote districts of the Mali Empire, instilling a patient, Sufi-inspired, and jihad-negating impulse into religious life and practice. Islam was successful in Africa, Sanneh argues, not because of military might but because it was made African by Africans who adapted it to a variety of contexts.

The second half of the twentieth century has witnessed several waves of democratization in Europe, the Americas, and in other regions of the world, such as South East Asia. Although for the most part these democratic regimes are no longer haunted by the prospect of a return to authoritarianism, severe economic and social problems have posed serious challenges, creating a situation where change is often achieved through alternating periods of consolidation and crisis. Drawing on a systematic, empirical analysis of four key Southern European countries, Portugal, Spain, Greece, and Italy, Morlino identifies several key aspects of democratic consolidation: consensus and legitimation, party system and party organization, and the ways in which organized and non-organized interests are related to parties and the institutions of state. The resulting models of consolidation are analysed and the mechanisms and patterns of their unfolding crises identified, taking care to disentangle the pragmatic reactions against the regime, often related to corruption, from more ideological ones grounded in differences in values. Finally, the author addresses the question of the `quality' of democracy, examining how this is related to the outcome of processes of consolidation and crisis. This insightful study offers the first extensive, comparative analysis of consolidation and crisis in these countries, and features a wealth of up-to-date information on party organizations, interest associations, the media, and public opinion. Although clearly focusing on Southern Europe, the author's findings are extremely relevant for understanding the politics of several other regions, including Eastern Europe, Latin America, and South East Asia.
