This paper presents a policy outlining which consumers must be protected from future supply disruptions by long-term contracts. It also describes the constraints to open access, provides definitions of core market and non-core market, gives responsibilities and options, describes those exempt from the core market and the modes of transportation to non-core customers, and identifies other Canadian markets. Also included are rules for energy supply contracts as set out by the B.C. Utilities Commission.
