In October 1985, an agreement was signed among the Governments of Canada, Alberta, British Columbia, and Saskatchewan on natural gas markets and prices. The agreement outlined a plan for the gradual deregulation of natural gas markets in Canada while maintaining industrial competitiveness, enhancing market access to Canadian natural gas producers and consumers, fostering competition, maintaining secure supplies for Canada, and maintaining the sanctity of existing contracts. This paper presents a policy outlining which consumers must be protected from future supply disruptions by long-term contracts. It also describes the constraints to open access, provides definitions of core market and non-core market, gives responsibilities and options, describes those exempt from the core market and the modes of transportation to non-core customers, and identifies other Canadian markets. Also included are rules for energy supply contracts as set out by the B.C. Utilities Commission.
