Beadle In contrast to the more sta bie oceans, inland waters are, on the geological time scale, short-lived and are subject to great fluctuations in chemical composition and physical features. Very few lakes and rivers have existed continuously for more than a million years, and the life of the majority is to be measured in thousands or less. Earth movements, erosion and long-term climatic changes in the past have caused many of them to appear and disappear. No wonder then that most freshwater organism are especially adapted to great changes and many even to temporary extinction of their environment. Recent studies of residual sediments from existing and extinct lakes in tropical Africa have told us much about their age and the past history of their faunas and floras, from which we may deduce something about the climate and the conditions in the water in the past. The forces that have formed and moulded the African Great Lakes have been catastrophic in their violence and effects. They are not yet finished, but the present rate of change is, in human terms, too slow for direct observation of the ecological effects. The large man-made lakes are providing very good opportunities for studying the chemi cal and biological consequences of the initial filling but, once filled, they are artificially protected against major fluctuations.

Deliberation is the process by which a group of people, each with equal voice, can - via a process of discussion and debate - reach an agreement. Deliberation and Development attempts to do two things. First, it rethinks the role of deliberation in development and shows that it has potential well beyond a narrow focus on participatory projects. Deliberation, if properly instituted, has the potential to have a transformative effect on many if not all aspects of development, and especially in addressing problems of collective action, coordination, and entrenched inequality. This has broad implications both at the global and local level. Second, the book demonstrates that taking deliberation seriously calls for a different approach to both research and policy design and requires a much greater emphasis on the processes by which decisions are made, rather than an exclusive focus on the outcomes. Deliberation and Development contributes to a broader literature to understand the role of communicative processes in development.

Despite India’s record of rapid economic growth and poverty reduction over recent decades, rising inequality in the country has been a subject of concern among policy makers, academics, and activists alike. Poverty and Social Exclusion in India focuses on social exclusion, which has its roots in India’s historical divisions along lines of caste, tribe, and the excluded sex, that is, women. These inequalities are more structural in nature and have kept entire groups trapped, unable to take advantage of opportunities that economic growth offers. The book examines India s experience with poverty reduction in a period of rapid economic growth. Marshalling evidence from multiple sources of survey data and drawing on new methods, the book asks how India s structural transformation - from rural to urban, and from agriculture to nonfarm sectors - is impacting poverty. Our analysis suggests that since the early 1990s, urban growth has emerged as a much more important driver of poverty reduction than in the past. We focus in particular on the role of small and medium size conurbations in India, both as the urban sub-sector in which urban poverty is overwhelmingly concentrated, and as a sub-sector that could potentially stimulate rural-based poverty reduction. Second, in rural areas, we focus on the nature of intersectoral transformation out of agriculture into the nonfarm economy. Stagnation in agriculture has been accompanied by dynamism in the nonfarm sector, but there is much debate about whether the growth seen has been a symptom of agrarian distress or a source of poverty reduction. Finally, alongside the accelerating economic growth and the highly visible transformation that is occurring in India s major cities, inequality is on the rise. This is raising concern that economic growth in India has by-passed significant segments of the population. The third theme on social exclusion asks if, despite the dramatic growth, historically grounded inequalities along lines of caste, tribe and gender have persisted. This book would be of interest for policymakers, researchers, non-governmental organizations, and international agencies from India and abroad--who wish to know more about India s experience of the last two decades in reducing poverty.
