Book Description
Celebrating the 20th anniversary of the Baltic Yearbook of International Law, this volume contains a selection of articles chosen by the editors to showcase the Yearbook’s important contribution to international legal scholarship and practice. It thus offers ground-breaking articles on diverse legal areas, including international humanitarian law, international human rights law, peaceful settlement of disputes, European Union law, and the history of international law. Naturally, issues relevant to the international legal status of the Baltic States and the consequences of their occupation by the Soviet Union are also explored, as well as to transitional justice and the collapse of communism. Finally, articles on new areas, such as bioethics and cyperspace, are also included, showing where the development of science prompts the need for legal regulation. This wide-ranging selection reflects the Yearbook’s aim to offer a unique forum among international legal periodicals - where the past meets the future.

Book Description
The United Nations General Assembly and the Human Rights Council recognised the human right to water in 2010. This formal recognition has put the issue high on the international agenda, but by itself leaves many questions unanswered. This book addresses this gap and clarifies the legal status and meaning of the right to water through a detailed analysis of its legal foundations, legal nature, normative content and corresponding State obligations. The human right to water has wide-ranging implications for the distribution of water. Examining these implications requires putting the right to water into the broader context of different water uses and analysing the linkages and competition with other human rights that depend on water for their realisation. Water allocation is a highly political issue reflecting societal power relations, with current priorities often benefitting the well-off and powerful. Human rights, in contrast, require prioritising the most basic needs of all people. The human right to water has the potential to address these underlying structural causes of the lack of access to water rooted in inequalities and poverty by empowering people to hold the State accountable to live up to its human rights obligations and to demand that their basic needs are met with priority.

Book Description
The Baltic Yearbook of International Law is published under the auspices of the Baltic Editorial Board within the framework of cooperation between the Riga Graduate School of Law and Brill/Nijhoff Publishers. The Yearbook aims to bring to the international debate issues of importance in the Baltic States, providing a forum for views on topical international law themes from Baltic and international scholars. The first volume appeared in 2001 with a symposium on the question of the international legal status of the Baltic States. The Yearbook contains state practice reports from Estonia, Latvia and Lithuania and thus serves as an important source of international law unavailable elsewhere. From time to time the Yearbook offers articles discussing the history of international law and current issues in Eastern Europe and the Russian Federation, thus making regional discourse more accessible to a wider global audience. Volume 22 starts with a symposium, based on the European Society of International Law's "Regional Developments of International Law in Eastern Europe and Post-Soviet Eurasia" research forum, which was held on 27-28 April 2023 at the University of Tartu, Estonia. The general articles section in this volume is a case study of Latvia's response to the migration crisis on the Latvia-Belarus border.
