"The extreme changes in the Canadian environmental conditions necessitate a strict surveillance requirement on the handling, dispensing and quality control of all aviation fuels. For instance, in the northern areas where Arctic conditions exist, minus 51 °C (-60 °F) to minus 58 °C (-70 °F) temperatures are very common and minus 62 °C (-80 °F), under extreme conditions, is also periodically experienced. These are now becoming normal operational conditions with the expansion of Arctic operations. Such ambient temperatures are accompanied by an extremely dry environment and the dispensing of aviation fuels under these conditions necessitates additional precautions due to the buildup of static electrical charges. In the summer months, ambient temperatures of plus 32 °C (90 °F) with very high humidity are experienced in some areas. However, high humidity does not affect static charging in aviation fuels and they must still be handled with additional precautions. ... [This volume contains recommended procedures and practices for storage and handling of aviation fuel, including procedures for transporting jet fuel by barge to base storage onshore, and a discussion of storage and handling facilities. Procedures for the transport of aviation jet fuel, via portable shipping tanks, to offshore helicopter refuelling facilities, and procedures for Arctic offshore installations for aircraft fuelling are also discussed.
