As the United States Marine Corps continues to progress technologically, so does the way in which the Marine Air Command and Control System (MACCS) provides aviation command and control. The new equipment being developed for the MACCS is called the common aviation command and control system (CAC2S). While the modernization of common aviation command and control equipment is expected, the necessity for common operators should be further investigated to determine its impact on proficiency levels within the MACCS. The Marine Corps should not proceed towards an integrated aviation command and control military occupational specialty (MOS) prior to the receipt of the new equipment. As the MACCS desires to develop itself as the most responsive aviation C2 system possible given the new capabilities resident in CAC2S, it must also regulate its agencies to preserve the working relationships already established. This is a daunting task when one takes into account the possible decrease in proficiency across the MACCS with the reorganization of the MACCS into the Multi-Function Operations Center (MFOC) and the introduction of the new "common operator." Prior to the creation of a common operator for CAC2S, the equipment needs to be fielded so that duty experts can determine the requirements necessary for a change in organizational structure within the MACCS. The fielding of new equipment should not be the sole basis for organizational restructuring.

The combination of the air support control officer (7208) and air defense control officer (7210) MOSs is a vital part of aviation command and control (AC2) transformation due to the capabilities created by the convergence of new aviation command and control systems, sensors, and weapons (AC2 family of systems(FoS)) that will be fielded during the 2005-2008 time frame. The future concepts of employment and changes in organization and structure necessitate the merging of these two officer MOSs. This MOS merger will result in an elimination of the legacy mindset and the transformation of the occupational field to match emerging technologies and capabilities. The merging of the 7208 and 7210 MOSs to create the 7206 MOS -- Air Battle Management Officer -- is needed for the successful transformation from the legacy MACCS to the AC2 FoS. The new roles, tasks, capabilities, flexibility, and survivability that the AC2 FoS provides justify the necessity of integrating the two MOSs. For the successful merger and adoption of the new MOS created by the transformation of AC2 to occur, Marines still advocating the continuation of the current system need to embrace the emergence of the AC2 FoS and advocate for the departure of the legacy MACCS.

Failure to transform into a useful and relevant C2 node in line with future warfighting concepts such as Joint Vision 2020 and Marine Strategy 21 will result in the obsolescence of the MACCS. The implementation of the Common aviation command and control system (CAC2S) to replace current systems in not advancement, but merely a hardware systems upgrade. The Marine Corps must use the new CAC2S to restructure the Marine Air Control Group in order to conduct its mission more efficiently, which means with fewer personnel, a smaller footprint, and more qualified air command and control specialists.

Initially scheduled for full operational capability (FOC) in 2008, the Common Aviation Command and Control System's (CAC2S) current FOC target date is unknown. Plagued by recent setbacks, the program has received intense scrutiny with regard to delays and overall viability. CAC2S is designed to support the Marine Corps' "capstone warfighting concept, expeditionary maneuver warfare (EMW)," as well as to ensure success during naval and joint/combined operations across the spectrum of conflict. CAC2S will replace the "current stove-piped systems, organizations, and missions" ... with "a common, interoperable, accessible, single command and coordination process." The stove-piped systems that CAC2S is designed to replace come from the Direct Air Support Center (DASC), Tactical Air Operations Center (TAOC), and Tactical Air Command Center (TACC). CAC2S was featured on the Marine Corps' "EMW Capability List," which was issued by the Marine Corps Combat Development Command in June 2003. However, in May 2008, during an operational assessment, the CAC2S' performance was deemed subpar: the system "consistently experienced network instability, poor reliability, information assurance inadequacies, and overall performance issues." In addition, failures to fulfill initial operational capability criteria have occurred. Consequently, the Marine Corps decided to postpone the awarding of a low-rate initial production (LRIP) contract and to restructure the entire program. Nevertheless, CAC2S' developmental delays will ultimately be outweighed by long-term gains in the form of enhanced capabilities that will allow the MACCS to operate more effectively in expeditionary environments, integrate with joint and coalition partners to higher degrees, and enable more accurate and timely decisions.

This report examines the achievement of the principle of unity of effort from a narrow focus on the command and control of U.S. joint tactical air operations in four campaigns (Midway, the Solomons, Korea, and Vietnam) from 1942 to 1968 and extracts some lessons for future joint air operations. The authors distinguish between unity of effort and unity of command, a distinction that manifests itself in individual service doctrines, in joint operations, and, ultimately, in each of the Services' views of war. While unity of command is one of several steps necessary to achieve unity of effort, the authors recommend that debate should be centered around the accomplishment of unity of effort. The research was completed before the onset of combat operations in Kuwait and Iraq in early 1991. The authors hope to extend the analysis to cover that campaign in a subsequent publication.
