The United States-Australia alliance has been an important component of the US-led system of alliances that has underpinned regional security in the Indo-Pacific since 1945. However, recent geostrategic developments, in particular the rise of the People’s Republic of China, have posed significant challenges to this US-led regional order. In turn, the growing strategic competition between these two great powers has generated challenges to the longstanding US-Australia alliance. Both the US and Australia are confronting a changing strategic environment, and, as a result, the alliance needs to respond to the challenges that they face. In the twenty-first century, the Indo-Pacific, which spans from the western Pacific Ocean to the western Indian Ocean along the eastern coast of Africa, has emerged as a crucial geostrategic region for trade, investment, energy supplies, cooperation, and competition. It presents complex maritime security challenges and interlocking economic interests that require the development of an overarching multilateral security framework. This volume develops common approaches by focusing on geopolitical challenges, transnational security concerns, and multilateral institution-building and cooperation. The chapters, written by a cross-section of practitioners, diplomats, policymakers, and scholars from the three major powers discussed (United States, China, India) explain the opportunities and risks in the Indo-Pacific region and identify specific naval measures needed to enhance maritime security in the region. Maritime Security in the Indo-Pacific opens by introducing the Indo-Pacific and outlining the roles of China, India, and the United States in various maritime issues in the region. It then focuses on the security challenges presented by maritime disputes, naval engagement, legal issues, sea lanes of communication, energy transport, humanitarian assistance and disaster relief, as well as by nontraditional threats, such as piracy, terrorism, and weapons proliferation. It compares and contrasts the roles and perspectives of the key maritime powers, analyzing the need for multilateral cooperation to overcome the traditional and nontraditional challenges and security dilemma. This shows that, in spite of their different interests, capabilities, and priorities, Washington, Beijing and New Delhi can and do engage in cooperation to deal with transnational security challenges. Lastly, the book describes how to promote maritime cooperation by establishing or strengthening multilateral mechanisms and measures that would reduce the prospects for conflict in the Indo-Pacific region.

The idea for this book emerged from a conversation between Vivian Forbes and Charles Eaton following two seminars held in the Department of Geography at the University of Western Australia given by Trevor So?eld and Christopher Grif?n more than ?ve years ago. One seminar involved papers from Charles Eaton and Christopher Grif?n on the recent Speight coup in Fiji; the other, given by Trevor So?eld, was on the Solomon Islands. The seminars were attended by, among others, Dennis Rumley, who on getting involved in the conversation, suggested the idea of a book and then followed through on its scope, structure, planning, and possible contributors. Looking back now, we owe a special debt of gratitude to Charles Eaton both for his enthusiasm and his ideas then, and for his continued support throughout the whole project. Since that time ?ve years ago, many people have boarded and have left the Arc. Indeed, the very project itself exhibited a degree of instability. At times, it even looked as though it might not stay a?oat. Thankfully, several early boarders remained ?rmly anchored. Other authors were co-opted later, some at relatively short notice, one or two of them under mild duress. We extend our heartfelt thanks to all of these contributors for remaining patient, enthusiastic, and keeping faith with the project. Naturally, a project like this, dealing with such a large and dynamic region, will always be out-of-date.

Security Strategies of Middle Powers in the Asia Pacific examines what drives the different regional security strategies of four middle powers in the Asia Pacific: Australia, Indonesia, South Korea and Malaysia. Drawing on the extant middle power literature, the authors argue that the regional security strategies of middle powers could take two forms, namely, functional or normative. A functional strategy means that the middle power targets its resources to address a specific problem that it has a high level of interest in, while a normative strategy refers to a focus on promoting general behavioural standards and confidence building at the multilateral level. This book argues that whether a middle power ultimately employs a more functional or normative regional security strategy depends on its resource availability and strategic environment.

The origins of this book go back 30 years to the stimulation and interest generated by the political geography seminars led by John House at the University of Newcastle-Upon-Tyne. I was very fortunate to graduate among its extremely capable, sporty and enthusiastic "class of '68" from where several academic geographers emerged. Equally fortunately, some of them and their predecessors had already blazed a trail to undertake graduate studies in Canada. At the University of British Columbia I was supervised at different times by Julian Minghi and Victor Prescott, both of whom are not only extremely capable academics but are also very fine people. lowe an enormous debt to John, Julian and Victor and to the British and Canadian taxpayers who provided financial support for my University studies. In 1974, I began an academic career at the University of Western Australia where I have been ever since, save for a two-year period from 1991-3 as Professor of Australian Studies in the Department of International Relations at the University of Tokyo. Viewing Australia and the Asia-Pacific region from this different perspective within an extremely supportive Japanese environment had a profound impact. I am especially grateful for the support provided by so many Japanese academic colleagues and friends beginning as early as 1976.
