The Convention came into force on 17 May 2004. Australia ratified it on 20 May 2004 and became a party on 18 August 2004. Australia's NIP has been developed in consultation with the Stockholm Intergovernmental Forum and the Stockholm Reference Group. This forum is made up of representatives from the Australian Government as well as state and territory government agencies. The Stockholm Reference Group is the consultation mechanism for the non-government sector.
