Australia and the Birth of the International Bill of Human Rights provides the first in depth examination of Australia's first reactions to 'international human rights' during the negotiations for the International Bill of Rights: the Universal Declaration of Human Rights, the ICCPR and ICESCR. It follows Australian policy from 1946, the first year in which the United Nations began discussing a Bill of Rights until 1966 when the twin Covenants were finalized. The book looks at what successive Australian Governments understood by 'human rights' and how they responded to discussion of sensitive domestic topics such as: immigration policies self-determination for inhabitants of trust territories equal pay for men and women and balancing human rights and national security. As well as considering Australian policies towards substantive rights, the book looks at Australian policies towards international schemes for protecting rights including early proposals for an International Court of Human Rights and its later support for more modest, technical expertise based assistance for States, debates often taking place against the background of highly politicised issues such as the Cold War and the fight against apartheid. In looking at this 20 year period, the book demonstrates the way in which Australian policy changed substantially over time: as between Labor and Liberal administrations, between Ministers and bureaucrats and as between decision makers with markedly distinct visions of the ideal relationship between citizens and a State, and the individual State and the international community. In highlighting the diversity of views about human rights, this book thus challenges the notion that Australia has historically supported a universally understood set of human rights norms and underlines the number of variables which may be affecting ongoing implementation of human rights standards.

This book offers analysis of Australia’s engagement with Africa, as well as the country’s rather unique status as a ‘new’ actor and emerging country in Africa. With its empirical originality and comparative contribution, the book fills a gap in both the study of Africa’s global engagement with emerging countries, and in connection with Australia’s largely unknown engagement with African states. Australia has presented itself as Africa’s ‘friend from the south,’ without any colonial baggage, and is interested in a long-term partnership for trade and development. In this context, Australia is only one of many ‘new’ players seeking more intensive engagement with Africa since the end of the Cold War. At its core, the book argues that because of its largely unacknowledged ‘flawed’ historical engagement with Africa, as well as the political partisanship driving its fickle and volatile contemporary engagement with the continent, Australia suffers from an inability to assess its strategic and long-term interests – i.e., it doesn’t know what it wants in or from Africa. This makes Australia a rather unique emerging player in Africa: while other 'new' actors' engagement with Africa is generally strategic, and driven to a large extent by a desire to secure resources and counter the influence of geopolitical rivals, Australia’s efforts with regard to Africa are more episodic and not about acquiring resources or countering its rivals. Hence, while immigration, globalization, trade, terrorism, and climate change continue to bring Africa and Australia closer together, Australia’s failure to understand its own interests continues to hamper its engagement with Africa.

A philosophical analysis informed by history, this work examines the reasons for the highly destructive behavior of the Red Guards in the early part of China's Cultural Revolution. By probing the political, educational, and psychological factors influencing the Red Guards, Jing Lin sheds light on how teenagers and young adults were able to justify violence in the name of class struggle and human rights. This book challenges the common perceptions of Australian dependence upon great-power allies in the conduct of its foreign relations through a critical examination of Australia's relations with the People's Republic of China. The author focuses on the economic and political dimensions of the policy-making process from the founding of the PRC in 1949 to the present era, against an analytical framework that takes into account both internal and external factors in the formulation and implementation of Australian foreign policy. Informed by political science and international relations, the book differs from the conventional literature on Sino-Australian relations, which has either focused on pure economic analysis or concentrated on chronicling historical events.
