In this monograph, questions of extensions and relaxations are consid ered. These questions arise in many applied problems in connection with the operation of perturbations. In some cases, the operation of "small" per turbations generates "small" deviations of basis indexes; a corresponding stability takes place. In other cases, small perturbations generate spas modic change of a result and of solutions defining this result. These cases correspond to unstable problems. The effect of an unstability can arise in extremal problems or in other related problems. In this connection, we note the known problem of constructing the attainability domain in con trol theory. Of course, extremal problems and those of attainability (in abstract control theory) are connected. We exploit this connection here (see Chapter 5). However, basic attention is paid to the problem of the attainability of elements of a topological space under vanishing perturba tions of restrictions. The stability property is frequently missing; the world of unstable problems is of interest for us. We construct regularizing proce dures. However, in many cases, it is possible to establish a certain property similar to partial stability. We call this property asymptotic nonsensitivity or roughness under the perturbation of some restrictions. The given prop erty means the following: in the corresponding problem, it is the same if constraints are weakened in some "directions" or not. On this basis, it is possible to construct a certain classification of constraints, selecting "di rections of roughness" and "precision directions".

First works related to the topics covered in this book belong to J. Delsarte and B. M. Le vitan and appeared since 1938. In these works, the families of operators that generalize usual translation operators were investigated and the corresponding harmonic analysis was constructed. Later, starting from 1950, it was noticed that, in such constructions, an important role is played by the fact that the kernels of the corresponding convolutions of functions are nonnegative and by the properties of the normed algebras generated by these convolutions. That was the way the notion of hypercomplex system with continu ous basis appeared. A hypercomplex system is a normed algebra of functions on a locally compact space Q-the "basis" of this hypercomplex system. Later, similar objects, hypergroups, were introduced, which have complex-valued measures on Q as elements and convolution defined to be essentially the convolution of functionals and dual to the original convolution (if measures are regarded as functionals on the space of continuous functions on Q). However, until 1991, the time when this book was written in Russian, there were no monographs containing fundamentals of the theory (with an exception of a short section in the book by Yu. M. Berezansky and Yu. G. Kondratiev [BeKo]). The authors wanted to give an introduction to the theory and cover the most important subsequent results and examples.

The material of the present book has been used for graduate-level courses at the University of Ia~i during the past ten years. It is a revised version of a book which appeared in Romanian in 1993 with the Publishing House of the Romanian Academy. The book focuses on classical boundary value problems for the principal equations of mathematical physics: second order elliptic equations (the Poisson equations), heat equations and wave equations. The existence theory of second order elliptic boundary value problems was a great challenge for nineteenth century mathematics and its development was marked by two decisive steps. Undoubtedly, the first one was the Fredholm proof in 1900 of the existence of solutions to Dirichlet and Neumann problems, which represented a triumph of the classical theory of partial differential equations. The second step is due to S. 1. Sobolev (1937) who introduced the concept of weak solution in partial differential equations and inaugurated the modern theory of boundary value problems. The classical theory which is a product ofthe nineteenth century, is concerned with smooth (continuously differentiable) sollutions and its methods rely on classical analysis and in particular on potential theory. The modern theory concerns distributional (weak) solutions and relies on analysis of Sob ole v spaces and functional methods. The optimality conditions have their background in the optimal experiment design theory for regression functions and in simple but useful results on the dependence of eigenvalues of partial differential operators on their parameters. Examples are provided that reveal sometimes intriguing geometry of spatiotemporal input signals and responses to them. An introduction to optimal experimental design for parameter estimation of regression functions is provided. The emphasis is on functions having a tensor product (Kronecker) structure that is compatible with eigenfunctions of many partial differential operators. New optimality conditions in the time domain and computational algorithms are derived for D-optimal input signals when parameters of ordinary differential equations are estimated. They are used as building blocks for constructing D-optimal spatio-temporal inputs for systems described by linear partial differential equations of the parabolic and hyperbolic types with constant parameters. Optimality conditions for spatially distributed signals are also obtained for equations of elliptic type in those cases where their eigenfunctions do not depend on unknown constant parameters.
