Within the framework of its continued efforts to alleviate poverty and enhance food security, the Fisheries and Aquaculture Department of the Food and Agriculture Organization of the United Nations (FAO) has initiated a number of studies to improve decision-making in both private and public sectors. This study provides two methodologies to estimate comparative advantage that can assist entrepreneurs and government policy-makers in developing countries in deciding which species and which export markets offer the most potential for commercial aquaculture. While the methodologies can be applied anywhere, the focus of this report is on two case studies: the shrimp export market and farmed production of freshwater finfish. The global food production sector is growing. In many areas farming systems are intensifying. This rapid growth has in some cases caused environmental damage. This document include an introduction and 12 review papers describing methods for such comparisons as well as the deliberations of their authors, a group of nineteen international experts on environmental economics, energy accounting, material and environmental flows analysis, aquaculture, agriculture and international development. Experts concluded that comparisons can be useful for addressing local development and zoning concerns, global issues of sustainability and trade and consumer preferences for inexpensive food produced in an environmentally sustainable manner. In order to be useful, however, methods to assess environmental costs should be scientifically based, comparable across different sectors, expandable to different scales, inclusive of externalities, practical to implement and easily understood by managers and policy-makers. This paper aims to provide a better understanding of Myanmar’s agricultural export performance against its competitors in different regions and determine the policy actions for improving Myanmar’s export performance. The normalized revealed comparative advantage (NRCA) index is computed to compare the agricultural competitiveness between Myanmar and its competitors from 2007 to 2016. The results show that: 1) Myanmar’s agricultural export sector enjoys comparative advantage in the global market, but it is not competitive when compared with its major competitors; 2) Myanmar reveals a high level of NRCAs in black gram & pigeon peas, natural rubber, sesame seeds, rice, and frozen fish, while it has low NRCAs in crustaceans and dried fruits; and reveals no comparative advantage in bananas, fish fillets, maize, nuts, and watermelon in certain years. Three major policy implications are drawn, including diversifying Myanmar’s export portfolio, strengthening export promotion and development, and attracting foreign direct investment to upgrade the cross-border value chain.

Although policies can be critical constraining or enabling factors for aquatic food systems (AqFS) development, scarce evaluation of the impacts of existing policies means that decision-makers have limited understanding of how to improve the design and implementation of effective policies. This paper reviews key policy issues in AqFS and how they have been analyzed and assessed to provide context-tailored policy options and guidance. Our review shows that countries face many policy issues but have little analysis on them. Despite the availability of a wide variety of frameworks, concepts, tools, methods, and approaches, their application in empirical analysis to solve policy issues in AqFS has been limited. More research is available on local- and community-level governance of fisheries, but less on national or subnational policies and regulations in AqFS. The few available policy studies focus on developed countries, with fewer applications in developing countries where growth of the aquaculture and fisheries sectors is much stronger. The studies provide useful policy options and guidance, and this review highlights the need for more such studies to address policy-related issues in the sector.

This report describes the findings of a literature study and of interviews with fish farmers and key informants familiar with the Tanzanian freshwater aquaculture sector. The study was part of an assignment commissioned by Msingi East Africa. The report was developed in collaboration with Stichting BoP Innovation Centre. Msingi is an East African industry development organisation. It aims to support the growth of competitive industries in the region. Aquaculture has been selected as the first East African industry to support among strategic industries in which East Africa has a comparative advantage. Msingi supports their growth through investment and technical assistance to pioneer businesses; this is complemented by wider support to the sector, such as on policy, technology transfer, research and development, human capacity building or support to key sector organisations. The Tanzanian freshwater aquaculture sector consists of roughly 19,000 small-scale farmers operating one or a few small ponds stocked with tilapia and/or catfish. Fish are fed in most cases with agricultural by-products and residues that are available on the farm. For most producers, fish farming is a part-time activity besides other sources of income. A small but growing number of farmers have specialised and are applying commercial fish feeds and are reaching higher levels of production. Total annual freshwater fish production of Tanzania is estimated to be 5000 metric tonnes. In the last years a growth of production is reported to take place as result of existing farms expanding and new farms being established. Part of the new farms use floating cages placed in Lake Victoria and Lake Kumba. All farmed fish is sold on the Tanzanian market, mostly as fresh, whole fish. Lack of capital and finance opportunities, a shortage of affordable commercial fish feeds, a shortage of fingerlings (fish seeds) of good quality and a lack of knowledge among farmers about improved aquaculture practices, farm management and a business–like approach to fish farming have been identified as major bottlenecks for growth of production of the small-scale producers. Recommendations for action that would address these bottlenecks are given in this report.
