Managing environmental contamination requires decision makers to weigh eXlstmg risks against the potential effects of implementing environmental policies - considering both the benefits and disruptions that may result from different actions. The NATO Advanced Research Workshop in Lisbon was an important step in the development and application of cost efficient methods of risk assessment especiaIly within the constraints of a budget. The goal of the workshop was to evaluate the potential for risk assessment to serve as a unified and unifying technique in addressing a wide range of environmental problems. Papers presented in this book discuss issues ranging from specific and local studies (specific site, ecosystem, pollutant) to global decision and management frameworks (watersheds, regions, integration of multiple poIlutants and stressors); they develop a range of approaches starting from specific methods to widely applied public policies (Figure 1). The papers show that the use of risk assessment can provide the scientific basis for environmentaIly sound and cost-efficient policies, strategies, and solutions to our environmental chaIlenges. The organization of the Proceedings reflects sessions and discussions during the workshop. The papers in the introductory Chapter summarize the positions of Drs. Glenn Suter (EPA) and Jim Wilson (Resources for the Future) regarding whether the use of often-expensive risk assessments in developing countries can be justified, given evolving regulatory institutions and limited resources.

Decision-making tools are needed to support environmental management in an increasingly global economy. Addressing threats and identifying actions to mitigate those threats necessitates an understanding of the basic risk assessment paradigm and the tools of risk analysis to assess, interpret, and communicate risks. It also requires modification of the risk paradigm itself to incorporate a complex array of quantitative and qualitative information that shapes the unique political and ecological challenges of different countries and regions around the world. Comparative Risk Assessment (CRA) is a methodology applied to facilitate decision making when various activities compete for limited resources. CRA has become an increasingly accepted research tool and has helped to characterize environmental profiles and priorities on the regional and national level. CRA may be considered as part of the more general but as yet quite academic field of multi-criteria decision analysis (MCDA). The concept of “environmental security” has emerged as one basis for understanding international conflicts. This phrase can mean a variety of things. It can signify security issues stemming from environmental concerns or conflicting needs, or it can mean that the environment is treated as a resource for the long term, and the question is what should be done today to preserve the quality of the environment in the future. In the same way that energy security is about ensuring access to energy for the long run, it can also mean that pressing environmental concerns create a situation where different countries and communities are forced to collaboratively design a unified response, even if cooperation is not generally in the logic of their relations. Over the last several years, the authors of this book and their colleagues have tried to demonstrate the power of risk assessment and decision analysis as valuable tools that decision makers should use for a broad range of environmental problems, including environmental security. The science of ecotoxicology and the practice of ecological risk assessment are evolving rapidly. Ecotoxicology as a subject area came into prominence in the 1960s after the publication of Rachel Carson's book on the impact of pesticides on the environment. The rise of public and scientific concern for the effects of chemical pollutants on the environment in the 1960s and 1970s led to the development of the discipline of ecotoxicology, a science that takes into account the effects of chemicals in the context of ecology. Until the early 1980s, in spite of public concern and interest among scientists, the assessment of ecological risks associated with natural or synthetic pollutants was not considered a priority issue by most government. However, as the years passed, a better understanding of the importance of ecotoxicology emerged and with it, in some countries, the progressive formalization of an ecological risk assessment process. Ecological risk assessment is a conceptual tool for organizing and analyzing data and information to evaluate the likelihood that one or more stressors are causing or will cause adverse ecological effects. Ecological risk assessment allows risk managers to consider available scientific information when selecting a course of action, in addition to other factors that may affect their decision (e. g. , social, legal, political, or economic). Ecological risk assessment includes three phases (problem formulation, analysis, and risk characterization).
