The object of the considerations which follow, is not to give an opinion upon any Plan of Union, which may be in contemplation, but to state the general arguments which respect the subjects, and to prove that it ought to be discussed with temper, and that it deserves such a discussion. Let us first view the question in the abstract. - Two independent states, finding their separate existence mutually inconvenient, propose to form themselves into one state for their mutual benefit. Such is the Question of Union, than which no question can be devised more fit for sober and philosophical argument. Again - Every independent society or state has a right, consistent with its existing duties and obligations, to propose the means which appear most probable, for the attainment of the happiness of its people.
