Nanotechnology has the potential to dramatically improve the effectiveness of a number of existing consumer and industrial products and could have a substantial impact on the development of new products in all sectors, ranging from disease diagnosis and treatment to environmental remediation. Because of the broad range of possible nanotechnology applications, continued evaluation of the potential health risks associated with exposure to nanomaterials is essential to ensure their safe handling. Engineered nanoparticles are materials purposefully produced with at least one dimension between 1 and 100 nanometers. Nanoparticles often exhibit unique physical and chemical properties that impart specific characteristics essential in making engineered materials, but little is known about what effect these properties may have on human health. Research has shown that the physicochemical characteristics of particles can influence their effects in biological systems. These characteristics include particle size, shape, surface area, charge, chemical properties, solubility, oxidant generation potential, and degree of agglomeration. Until the results from research studies can fully elucidate the characteristics of nanoparticles that may pose a health risk, precautionary measures are warranted. NIOSH has developed this document to provide an overview of what is known about the potential hazards of engineered nanoparticles and measures that can be taken to minimize workplace exposures.

This document, which incorporates the latest research on nanoparticle toxicity and assessment of workplace exposure, presents guidelines for the use of engineering controls and personal protective equipment to minimize worker exposures. A key component of the document is the standardization of the method used to evaluate processes and measure worker exposures, which provides the data necessary to design an effective exposure elimination strategy. NIOSH collaborated with multiple partners within the nanotechnology industry, the U.S. federal government, and internationally to create a practical risk management approach for safely working with engineered nanomaterials while protecting worker health. By 2010 this document had been widely cited and reviewed around the world. Japan, Australia, and the United Kingdom have all referenced this document when creating nanotechnology guidance, and the International Organization for Standardization (ISO) Technical Committee on Nanomaterials used the document as the basis for a major technical standard on occupational health and safety practices in the field of nanotechnology. It has been identified by the Director of the U.S. National Nanotechnology Coordination Office as a key contribution to national and international activities addressing health and safety concerns of nanotechnology. This NIOSH document has led to the adoption of responsible risk management practices by U.S. nanotechnology businesses by providing background, rationale, and guidance for adopting a precautionary approach in the manufacture and use of engineered nanomaterials. The nanotechnology sector, which generated about $225 billion in product sales in 2009, is predicted to expand rapidly over the next decade with the development of new technologies that have new capabilities. The increasing production and use of engineered nanomaterials (ENMs) may lead to greater exposures of workers, consumers, and the environment, and the unique scale-specific and novel properties of the materials raise questions about their potential effects on human health and the environment. Over the last decade, government agencies, academic institutions, industry, and others have conducted many assessments of the environmental, health, and safety (EHS) aspects of nanotechnology. The results of those efforts have helped to direct research on the EHS aspects of ENMs. However, despite the progress in assessing research needs and despite the research that has been funded and conducted, developers, regulators, and consumers of nanotechnology-enabled products remain uncertain about the types and quantities of nanomaterials in commerce or in development, their possible applications, and their associated risks.
