The Committee examined the human rights implications of the Bill. The Committee noted the time limit within which it had to make its assessment. Whilst aware of the circumstances which gave rise to these proposals, in the light of the September 11 terrorist attacks in the US, the Committee urged Parliament to take a long view of the matter. The Committee's main conclusion was that, on the basis of the available evidence, the balance between freedom and security in the Bill has not always been struck in the right place. It was now for Parliament to draw its own conclusions, and for Members of both Houses to satisfy themselves that there are adequate safeguards to protect the rights of the individual citizen against abuse of these powers.
