In armed conflicts around the world, children are being killed, raped, abducted and recruited to fight at a shocking scale. In light of this continuing general failure to protect children in conflict, it is questionable whether existing international law norms and institutions provide sufficient protection and accountability. Consideration needs to be given to whether international law can do more – practically and effectively – when moral lines are crossed. That is the purpose of this book. It reviews the position of children in armed conflict by reference to the 'six grave violations' as identified by the UN Security Council. It analyses the protection offered by international humanitarian law, international criminal law and international human rights law, and also assesses the related adjudicative accountability mechanisms. This edited book offers a collection of highly nuanced accounts of children and childhoods in peace and conflict across political time and space. Organized according to three broad themes (ontologies, pedagogies, and contingencies), each chapter explores the complexities of a particular case study, providing new insights into the ways children’s lives figure as terrains of engagement, contestation, ambivalence, resistance, and reproduction of militarisms. The first three chapters challenge dominant ontologies that prefigure childhood in particular ways. These include who counts as a child worthy of protection, questions of voice and participation, and the diminution of agency. The chapters in the second section bring to view everyday pedagogies whereby myriad knowledges, performances, practices, and competencies may function to militarize children’s lives, including in but not limited to advanced (post)industrial societies of the global North. The third and final section includes investigations that foreground questions of responsibility to children. Here, contributors assess, among other things, resilience-building, the exigencies of protection, and the ethics of military recruitment practices targeting children.

Current global estimates of children engaged in warfare range from 200,000 to 300,000. Children's roles in conflict range from armed and active participants to spies, cooks, messengers, and sex slaves. Child Soldiers in the Age of Fractured States examines the factors that contribute to the use of children in war, the effects of war upon children, and the perpetual cycle of warfare that engulfs many of the world's poorest nations. The contributors seek to eliminate myths of historic or culture-based violence, and instead look to common traits of chronic poverty and vulnerable populations. Individual essays examine topics such as: the legal and ethical aspects of child soldiering; internal UN debates over enforcement of child protection policies; economic factors; increased access to small arms; displaced populations; resource endowments; forced government conscription; rebel-enforced quota systems; motivational techniques employed in recruiting children; and the role of girls in conflict. The contributors also offer viable policies to reduce the recruitment of child soldiers such as the protection of refugee camps by outside forces, "naming and shaming," and criminal prosecution by international tribunals.
