Excerpt: ...The assessment returns of nine-tenths of the counties of this state, exhibit evidences of palpable violations of the law, in cases where there is no danger or possibility of misapprehension. Not only is a large amount of property omitted from the rolls, but in most cases, what property in assessed, is assessed at only one-half its real value And these assessments are made, under their official oaths, by men of the highest standing in the communities where they reside. The most perfect law in the world, if executed on the same principles, would prove a most miserable failure. As examples of the value placed by assessors upon their official oaths, may be mentioned the following facts: In one county the County Board of Assessors, after having taken the oath to assess all property at its actual cash value, as provided in the law, immediately passed a resolution to assess all property at jiffy per cent of its value. In another county, the assessors agreed to assess Bank stocks worth par, and personal property, at forty cents on the dollar, and real estate in proportion. In another county, horses were valued at thirty dollars, cows at eiyht dollars, a: id sheep at twenty cents each. In very few counties was there even a pretense of assessing property of any kind at more than one half or two-thirds of its actual value. All this was done in open and deliberate defiance of the law and of instructions issued from this office. An earnest attempt was made by this department to secure a fair valuation of all the property of the state at the last annual assessment. New forms and instructions were sent to each assessor, calling attention to the plainest and most important provisions of the law. The foil owing extracts from these instructions will show..
