An attentive reader embarking on this book might wonder what "the" economic transition to which the title refers might be. In this century almost all countries have gone through periods of economic transition; but which period of economic history can claim to embody the notion or to represent the era of "the" transition? Definitely, no country or group of countries has experienced anything comparable to the economic upheavals that the fall of communism has brought about in a large portion of the world in just three years (1989 to 1991). No other "transition" to date has prompted more interest and more studies among economists, academics and policy-makers than has the transformation of centrally planned economies into market-based systems. It is this transformation that has come to define "the" transition. Early in the transformation process (in November 1990), with the support of the Centre for Co-operation with the Economies in Transition (CCET), I launched a conference to examine the challenges faced by these countries. About six years have gone by and a new economic landscape has emerged in that part of the world. The difficulties in transforming these economies have exceeded all expectations, and economic performances have varied considerably across countries. The time has come, therefore, to make a first evaluation of progress and problems, with a view to extracting useful policy lessons to guide policy-makers in successfully completing the transition in the near future.

More and more women are being sent to prison: at the time when this book was written UK numbers had doubled over the last five years, and the Prison Reform Trust called this 'a rate of increase without precedent in the modern era.' Indeed, the figures for convicted women shows an even greater increase - 76% according to the National Association of Probation Officers, more than twice the increase for men. Though the media focuses on high profile prisoners like Myra Hindley and Rosemary West, most women become 'invisible' as soon as they pass through the prison gates and are subsumed into a world that is predominantly masculine and insensitive to their very different needs. The author spent the past five years visiting twelve of the 16 prisons that take women, interviewing prisoners and, more unusually, those whose job it is to care for them - prison officers, education, probation and healthcare staff, chaplains and counsellors. The phenomenon of international seaport administration is the subject of this book. As a Ph.D.-student at the Delft University of Technology (period 1993 - 1997) I had the opportunity to develop and exercise my hobby on a full time base. The result was a Ph.D.-dissertation which was defended in December 1997. Unfortunately, these research results were published in Dutch while the majority of the interviewees and employees in the world of international seaport administration are English speaking people. Both for the reason of high international relevance of the results I felt the necessity to get this Ph.D.-research translated and published in English. With the excellent help of my promotor Prof.dr. W.G.M. Salet I found Prof.dr. H. van der Wusten prepared to cover this study on international seaport administration in the Kluwer GeoJournal Library series. I thank Mr. Van der Wusten for giving me this opportunity. But also due to the outstanding help of my current employer 'Zeeland Seaports Authority' the funding for the translation became very quickly possible.
