The Highway Safety Improvement Program (HSIP) comprises three components: planning, implementation, and evaluation. The Highway Safety Improvement Program (HSIP) is a core Federal-aid, state-administered program in which each state is required to develop and establish planning, implementation, and evaluation processes. The goal of evaluation activities is to determine if highway safety improvements are achieving the desired results and the investments are worthwhile. The goal of this study is to advance HSIP evaluation processes and practices at the Texas Department of Transportation (TxDOT) and evaluate the safety and cost effectiveness of HSIP projects and countermeasures or work codes (WCs) that have been implemented in Texas over the last few years. This research involved: a) reviewing safety and cost effectiveness evaluation methods, state practices, and tools; b) gathering and compiling TxDOT data and assessing their appropriateness for supporting HSIP evaluations; c) developing safety and cost effectiveness evaluation tools for segments and intersections; and d) evaluating the effectiveness of implemented HSIP projects and countermeasures in Texas. The results show that the evaluated projects have been effective from both a safety and cost perspective in reducing target fatal, suspected serious injury, and non-incapacitating injury (KAB) crashes. The safety effectiveness index of 387 evaluated segment projects (treated as one group) was 0.84, and the corresponding index of 70 intersection projects (treated as one group) was 0.74, indicating an overall reduction in target KAB crashes after the projects were constructed. The benefit/cost ratio of all segment projects was 71.9 and that of all intersection projects (treated as one group) was 145.6.
