Coinage and currency—abstract and socially created units of value and power—were basic to early modern society. By controlling money, the people sought to understand and control their complex, expanding, and interdependent world. In Making Money in Sixteenth-Century France, Jotham Parsons investigates the creation and circulation of currency in France. The royal Cour des Monnaies centralized monetary administration, expanding its role in the emerging modern state during the sixteenth century and assuming new powers as an often controversial repository of theoretical and administrative expertise.The Cour des Monnaies, Parsons shows, played an important role in developing the contemporary understanding of money, as a source of both danger and opportunity at the center of economic and political life. More practically, the Monnaies led generally successful responses to the endemic inflation of the era and the monetary chaos of a period of civil war. Its work investigating and prosecuting counterfeiters shone light into a picaresque world of those who used the abstract and artificial nature of money for their own ends. Parsons's broad, multidimensional portrait of money in early modern France also encompasses the literature of the age, in which money's arbitrary and dangerous power was a major theme.

In this volume an international team of scholars builds up a comprehensive analysis of the fiscal history of Europe over six centuries. It forms a fundamental starting-point for an understanding of the distinctiveness of the emerging European states, and highlights the issue of fiscal power as an essential prerequisite for the development of the modern state. The study underlines the importance of technical developments by the state, its capacity to innovate, and, however imperfect the techniques, the greater detail and sophistication of accounting practice towards the end of the period. New taxes had been developed, new wealth had been tapped, new mechanisms of enforcement had been established. In general, these developments were made in western Europe; the lack of progress in some fiscal systems, especially those in eastern Europe, is an issue of historical importance in its own right and lends particular significance to the chapters on Poland and Russia. By the eighteenth century `mountains of debt' and high debt-revenue ratios had become the norm in western Europe, yet in the east only Russia was able to adapt to the western model by 1815. The capacity of governments to borrow, and the interaction of the constraints on borrowing and the power to tax had become the real test of the fiscal powers of the `modern state' by 1800-15.

In the five hundred years covered by this volume there was scarcely a year which passed without either war or some open demonstration of hostility between the many sovereign powers which governed Europe. States and peoples lived under the shadow of war, were ceaselessly prompted to consider the possibility of war, had to find ways of dealing with the consequences of war. This volume in the Origins of the Modern State in Europe series focuses on the crucial role of war in the formation of state systems. It starts from the assumption that interstate rivalries and conflicts were at the heart not only of the demarcation of territories, but also of the ever-growing need to mobilize resources for warfare. Institutionalization was consequently highly dependent on such competition. It was for military reasons, and with military aims, that the state secured control of time and space, both at sea and on land. The Origins of the Modern State in Europe series arises from an important international research programme sponsored by the European Science Foundation. The aim of the series, which comprises seven volumes, is to bring together specialists from different countries, who reinterpret from a comparative European perspective different aspects of the formation of the state over the long period from the beginning of the thirteenth to the end of the eighteenth century. One of the main achievements of the research programme has been to overcome the long-established historiographical tendency to regard states mainly from the viewpoint of their twentieth-century borders.
