The purpose of this thesis was to identify potential modifications in the facilities acquisition process to better integrate it into a weapons system acquisition. In order ot accomplish this ofjective, a computer model was developed to simulate the integrated systems and facilities acquisition process and to determine what changes would most favorably impact facility acquisition schedules. Development and analysis of the model concluded that conflicts in timing came from four sources: 1) development of the list of facilities required to suport system bed down; 2) development of the basing and deployment concepts; 3) system and equipment changes during the facility acquisition and; 4) the data and definition of Initial Operational Capability (IOC).

The ability of U.S. military forces to field new weapons systems quickly and to contain their cost growth has declined significantly over the past few decades. There are many causes including increased complexity, funding instability, bureaucracy, and more diverse user demands, but a view that is gaining more acceptance is that better systems engineering (SE) could help shorten development time. To investigate this assertion in more detail, the US Air Force asked the NRC to examine the role that SE can play during the acquisition life cycle to address root causes of program failure especially during pre-milestone A and early program phases. This book presents an assessment of the relationship between SE and program outcome; an examination of the SE workforce; and an analysis of SE functions and guidelines. The latter includes a definition of the minimum set of SE processes that need to be accounted for during project development.

This research investigated the interrelationships between the weapons system acquisition process and the facilities acquisition process. Independent PERT networks were developed for each acquisition process and a probability distribution was determined for each process. Comparison of the probability distributions showed that the facilities acquisition process could be expected to take approximately 13 months longer to reach an initial operational capability than the weapons system acquisition process when both are measured from the start of full-scale development for the weapons system being supported. The two independent PERT networks were then integrated into a single network which was analyzed to determine ways to compress the facilities acquisition process to meet the same initial operational capability as the weapons system acquisition process. Various alternatives to allow compression of the facilities acquisition process were examined, and a proposal to restructure the interface activity 'tie-in' points between the two acquisition process was developed.

The Department of Defense (DOD) acquires goods and services from contractors, federal arsenals, and shipyards to support military operations. Acquisitions is a broad term that applies to more than just the purchase of an item of service; the acquisition process encompasses the design, engineering, construction, testing, deployment, sustainment, and disposal of weapons or related items purchased from a contractor. As set forth by statute and regulation, from concept to deployment, a weapon system must go through a three-step process of identifying a required weapon system, establishing a budget, and acquiring the system. One of DOD's main efforts to improve acquisitions is the Better Buying Power Initiative. This book provides an overview of the process by which DOD acquires weapon systems and discusses recent major efforts by Congress and the Department of Defense to improve the performance of the acquisition system.
