Inventory forms were prepared and tested by the Freeway Operations Committee of the Department of Traffic and Operations of the Highway Research Board, and transmitted to all state highway departments and to various toll facility authorities. A digest and summation are presented of inventory items for 20-25 agencies reporting some form of freeway surveillance and operational control activities. The digest is presented as reported by states. Tables are presented with inventory data tabulated by: (1) method of traffic data acquisition, telemetry and processing, (2) technique of traffic surveillance, (3) type of operational controls, (4) type of motorist aid, and (5) availability of material and technical reports.

This publication results from growing concern about increasing congestion on urban freeways. It provides an overview of proven traffic control techniques for reducing congestion and improving operations that will be of interest to highway administrators, legislators, and other public officials concerned with the management and operation of freeway systems. This synthesis of past and present practices describes operational and safety problems typical to an urban freeway corridor, a range of options for dealing with these problems, and guidelines for implementing and operating freeway control systems.
