During my long residence in Canada, the most protectionist of Colonies, I became convinced that moderate protection was beneficial to Colonies in the early years of their development, though free trade is unquestionably the most advantageous policy for Great Britain. In formulating this scheme I have avoided, on the one hand, the Scylla of extreme protection, and, on the other hand, the Charybdis of universal free trade. The proposed union begins with free trade throughout the Empire in seven products - flour, wheat, mutton, cheese, tallow, hides and skins - which are important exports of nearly all the self-governing Colonies, and with a duty of either ten per cent. or fifteen per cent. upon the imports thereof from foreign countries.
