The need for improvement at a rail/highway crossing typically is based on the Expected Accident Rate (EAR) in conjunction with other criteria carrying lesser weight. In recent years new models for assessing the need for improvements have been developed, and in the research reported here five such models selected from a list established from a literature review and a user survey were evaluated. The selected models--the DOT, Peabody-Dimmick, NCHRP No. 50, Coleman-Stewart, and New Hampshire--were evaluated using a data base maintained by the Virginia Department of Highways and Transportation. Additionally, the performance of the methods in predicting the EAR were compared using the chi-square test and the power factor. The results indicated that the DOT formula outperformed the other four methods in both the evaluative and comparative analyses, and thus was recommended for use. The priority list produced by this formula is only one criterion used in determining the need to improve conditions at any crossing. It must be supplemented with information obtained by regular site inspections and with qualitative data that cannot feasibly be incorporated into a mathematical formula.

The Illinois Department of Transportation (IDOT) uses an Expected Accident Frequency (EAF) formula as one of the parameters in prioritizing the rail-highway grade crossings that need warning devices upgrade. This study evaluated the effectiveness of the formula and assessed the current 0.02 threshold. Field data were collected from three railroad corridors and 93 crossings in Illinois. Four potential models (Connecticut, Michigan, California, and USDOT models) were evaluated using Illinois data and none of them consistently outperformed the IDOT EAF formula. A new Illinois Hazard Index (IHI) formula was developed. The variables used in IHI are average daily traffic, number of trains per day, maximum timetable speed, number of tracks, number of highway lanes, 5-year history, and control devices factor. The IHI formula identified a higher number of locations with a higher crash rate than the IDOT formula did. The revised IHI should be used in combination with other criteria to identify those crossings in need of safety improvement.

MnDOT’s Rail Administration Section monitors the safety performance of more than 4,000 public rail grade crossings and develops the Department’s Railroad-Highway Grade Crossing Safety Improvement Program. A total of 445 vehicle-train crashes occurred at the public crossings during the 10-year study period, extending from 2004 through 2013. Of these crashes, 52 involved fatalities and another 129 involved injuries. Analysis of the crash data reveals two key points; the density of fatal plus injury crashes is very low - 0.004 per grade crossing per year and almost 91 percent of the crossings had NO crashes of any kind during the study period. This data combined with the fact that Rail Administration staff used a pair of crash prediction models that included consideration of crash history (along with crossing geometry and train/vehicle exposure factors) to identify candidates for safety investment raised concern among MnDOT staff regarding whether or not the models placed too high a priority on prior crash history. This set of facts resulted in undertaking a study to determine how well the prediction models fit Minnesota’s data and to attempt to identify a set of grade crossing risk factors that would support a statewide systemic evaluation. The study determined that both the FRA Accident Prediction Model and the Texas Hazard Index were poor fits with Minnesota’s crash data. The study also identified a set of volume, speed, design and surrounding area features that were over-represented at crossings with crashes and that the crossings with multiples of these features present had the highest crash densities and could be considered high priority candidates for safety investment.

Public agencies involved with highway-railroad grade crossing safety must allocate available funding to projects which are considered the most in need for improvements. Mathematical models provide a ranking of hazard risk at crossings and support the project selection process. The goal of this research study was to provide ODOT, the ORDC, the PUCO, and other stakeholders with a better understanding of the grade crossing hazard ranking formulas and other methods used by States to evaluate grade crossing hazards and select locations for hazard elimination projects. A comprehensive literature review, along with interviews of state DOT personnel from eight states yielded best practices for hazard ranking and project selection. Detailed evaluation of several different hazard ranking models determined that the existing hazard ranking model used in Ohio, the U.S. DOT Accident Prediction Model, should continue to be used. The research team also recommends greater use of sight distance information at crossings and expanding the preliminary list of crossings to be considered in the annual program as enhancements to the existing project selection process used by the ORDC and ODOT.
