To the comprehen fivenefs and magnitude of this principle, in which the duties and happinefs of all beings are primarily concerned, we are to attribute the earnefinefs of difcuflion, and the variety of fentiment, which have been employed in explanations of it's nature and it's end. Hence we may account too for that aétive fpirit of penetration, which has carried it's inquiries into the firft foundations of Govern ment, and for that latitude of pr1v1lege, which every one afferts, to examine without conf'traint every fyftem, upon which the moral and political welfare of mankind may depend. The immediate and important influence, therefore, which the direction of this habit has upon the beit interef'cs of Liberty, will be evident to all, who re flect that upon this fubjeé't almoft every man eftabliihes the right of private judgment for himfelf; that every feeling of his vanity, and every effort of his fagacity, is eagerly bufied in drawing the moft favourable conclufions for unlimited freedom, and that from fuch conclufions have refulted the moft dreadful outrages that have de formed the moral and political order of the w.orld The attempt, then, to defcribe in it's true colours, and to fix. Within it's true limits, that to which the blindnefs of errour and the turbulence of pafiion have given a fhape fo difiorted, and a power fo uncontrouled, muf't appear of the weightief't moment in the opinion of thofe, to whom the real Liberties of mankind are valuable, in proportion as they are accurately underflood, and temperately enjoyed. First, by obtaining a recognition of certain immunities, called political liberties or rights, which it was to be regarded as a breach of duty in the ruler to infringe, and which if he did infringe, specific resistance, or general rebellion, was held to be justifiable. Its aim was purely ethical; that is, to show that, for the purposes of human evolution, each of the two opposites, law, or organic control, and liberty, or life, was of equal importance: that there can be no continued growth of the race as a whole without an equal growth of each of these conflicting principles. Beyond this conclusion I was unable to go. I recognized that as a system my philosophy was incomplete. It failed to provide the single final end without which the deduction of ethical values is impossible. But, at the time, I had little hope of carrying the inquiry further, and I published the results, as far as they went, in a cheap form, to preserve them from oblivion.
